The position is located in the Architect of the Capitol (AOC), Director, Utilities and Power Plant Operations, Assistant Director, Engineering Division. The incumbent is a Mechanical Engineer who provides professional support for Steam, and Chilled Water related engineering for the Capitol Power Plant (CPP) distribution system and plant buildings.
Duties
The Mechanical Engineer will provide technical skills to evaluate, recommend and write specifications, prepare cost estimates, prepare budget requests, prepare purchase requisitions, perform design services and perform construction oversight for various highly complex engineering projects with an emphasis on the mechanical infrastructure systems in the power plant and utility distribution system.

- You must possess a Bachelor's or higher degree from an accredited college.

Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.
Specialized experience for this position is defined as having all of the following: (1) Providing technical expertise to deliver high-quality projects on time and within budget; (2) Performing change management/integration; (3) Evaluating studies, plans, design specifications and progress reports for architectural, engineering and construction processes and projects; (4) Experienced in contract development and management, cost management, quality management, risk management, scope management, and time/schedule management; and (5) Serving as Contracting Officer Technical Representative (COTR) or equivalent to ensure accurate and adequate oversight of contractor performance.
A Professional Engineer (PE) license is desired.
Education
Professional knowledge of mechanical engineering, typically acquired through attainment of a Bachelor’s Degree in Engineering and specialized work experience.
