The primary purpose of the work in this position is to participate in mechanical engineering evaluation, design, master planning and provide mechanical engineering advice, guidance, and direction to the Head of Facilities Engineering on all relevant matters including repair program planning, alterations, upgrades, and renovations of all aspects of the Gallery mechanical systems and equipment, facilities condition assessments, and maintenance service and repair contracts.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-830-14. One year of specialized experience includes meeting all of the following as a GS-13 in federal service or equivalent: participate in mechanical engineering evaluation, design, master planning and provide mechanical engineering advice, guidance, and direction to the Head of Facilities Engineering on all relevant matters including repair program planning, alterations, upgrades, and renovations of all aspects of an organization’s mechanical systems and equipment, facilities condition assessments, and maintenance service and repair contracts. Previous experience as a Federal Government Contracting Officer Representative for complex construction projects and extensive knowledge and training on Federal Acquisition Regulations (FAR) pertaining to construction. COR level II certification (active or expired) required in the past five years. Your application and resume must demonstrate that you possess the following knowledge, skills and abilities (KSAs). Mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional mechanical engineering sufficient to participate in mechanical engineering evaluation, design, master planning and provide mechanical engineering advice, guidance, and direction: provide consultative and expert advisory services to agency staff, contract architecture and engineering firms, construction contractors on Gallery requirements and mechanical engineering design criteria; and conduct studies, investigations, and tests of new mechanical systems, equipment, devices, and materials for future applications considering factors such as design, operation and maintenance costs, and the betterment of existing and proposed new structure. Mastery knowledge of and skill in applying concepts and principles of one or more of the following: HVAC refrigeration, heat transfer, fluid mechanics, combustion, systems, measurements & controls, computational engineering, design, and familiarity with related engineering fields such as electrical, architectural, and structural.   Mastery knowledge of professional mechanical engineering concepts, principles, and practices sufficient to provide mechanical engineering advice, guidance, and direction to the Head of Facilities/Engineering on all relevant matters including repair program planning, alteration, upgrade, and renovation of major mechanical systems and equipment, facilities condition assessments, and maintenance service and repair contracts. Demonstrated mechanical engineering background and high-level skillset in facility operations, program management, resource coordination and physical plant operations. Demonstrated experience with various types of mechanical systems and equipment, including chillers, boilers, air handlers, pumps, air system components (VAV, electric reheat, air devices, etc.), coils, fans, piping systems, etc. Physical Requirements:  The work relating to event activities can be physically demanding such as standing for long periods of time and considerable overtime may be required during peak periods.  Also, two or three evening events may fall within the same week which requires a flexible work routine. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Education

Basic Requirements:


A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:


1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.


2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional.
