About the Position: You will serve as a Human Resources Program Manager with the Defense Health Agency (DHA) Human Capital Division (HCD), Policy and Programs Branch (P&PB). This position has a duty location of Falls Church, VA OR San Antonio, TX. This is not a remote position but telework may be an option; you will be required to report to the office on a regular/recurring basis.
Duties
Serve as advisor to the HCD and PPB Chiefs and key management officials on human resource program matters, and on complex human resources management (HRM) issues or problems impacting the civilian workforce.
Responsible for implementation of an effective HR program in two or more of the following program areas: internal audits; special salary rates; voluntary separation, and other special personnel programs.
Provide management with options and recommendations for effective HR program operations. Advise as to regulatory and legal requirements of HR programs.
Plan and carry out projects and studies to identify and resolve problems pertaining to various HR program areas.
Develop policies, guidance, procedures, and standards for new and/or changing HR program areas.
Plan and direct the measurement and assessment of multiple Civilian Human Resources Management programs.
Keep abreast of the status of actions to advise senior leaders and managers on problems, solutions and possible operational improvements to increase effectiveness of the DHA human resources programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) applying human resources regulations, policies, or guidance to complete assigned duties; 2) assisting in the analysis of HR program execution and effectiveness; 3) assisting in the development of HR guidance, policies, or procedures supportive of the organization's mission; and 4) developing and delivering briefings, project papers, status/staff reports, or correspondence to managers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
