This Procurement Analyst serves the Office of Construction & Facilities Management, Contracting Policy Service and provides facilities acquisition policies and procedures, acquisition systems and oversight, small business goals, FAC-C Program, and risk assessment. The Service develops, coordinates, and oversees regulation and provides guidance; develops and implements A/E contracting policy, strategic policy direction, and provides consultation and advisory services for A/E policy matters.

Duties

The incumbent is responsible for providing expert acquisition advice, guidance, insight and direction to all levels of administrative and technical management in matters related to acquisition policy, procedures and documentation in accordance with Handbook, standard operating procedures, Federal Acquisition Regulation, General Service Acquisition Regulation, and Veterans Affairs Acquisition Regulation. The major duties and responsibilities include but are not limited to: Conducts highly complex independent reviews of acquisition requirements for A/E services, construction and leasing services prior to submission to CFM Contracting Officers. Complex projects are procurements with a threshold level greater than $10 million, for Integrated Design Construct, Design Build, and Design-Bid-Build, including major leases; to ensure accuracy, completeness, and feasibility through the review process; and to ensure adherence to established technical and acquisition policies and procedures. Review and analyses of broad, unique and sensitive procurement and contracting issues and problems involving the full spectrum of functions for which the Service is responsible, to ensure adequate process, procedures, and policy are implemented and/or being executed in accordance with established policy and procedures. Administers and tracks the acquisition approval and negotiation processes. Provides acquisition managers with objective information for informed decision making. Analyzes and evaluates new or proposed legislation for VA regulations in order to develop regulatory policies and procedures for CFM community use pertaining to acquisition program management. Examines and responds to audit recommendations forwarded to the Service for action (i.e., IG, GAO, A-123 assessments, and DOL) to include analyzing proposed legislation and draft Congressional responses, which will include, site visits, recommendation, implementation development; and official written responses to management and/or leadership. Advises the Debarment and Suspension Committee of possible candidates for action that arise from the referrals. Initiates, writes, and coordinates internal review and concurrence of acquisition directives and handbooks. Conducts contract file reviews in support of the A-123 Acquisition Assessments and serves as coordinator for contract file review and coordinator for interviews. Researches and investigates new or improved practices concerning acquisition strategies and requirements formulation; and manages assigned tasks for contract planning and coordination. Evaluates recommendations for policy and procedural changes and participates on working groups to develop implementing policy impacting CFM to ensure consistent application, and is responsible for ensuring current policy, changes, and updates are included on CFM's website. Identifies problem areas or inherent weaknesses in work processes, procedures, information systems, and content through organizational studies and application of evaluative and assessment tools. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. For the GS-13, you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement (e.g., Within Grade and Promotion SF50s). This position has a Selective Placement Factor (SPF), which is a competency/KSAs or special qualification without which a candidate could not perform the duties of a position in a satisfactory manner. The SPF is: Current, unexpired [within the last 2 years], FAC-C I, II, III / (Professional) or DAWIA equivalent certification. [NOTE: If you are a current/former VA employee, you must have the FAC-C Professional or in the process of obtaining]. You may qualify based on your experience and/or education as described below: For this GS-1102-14 level position the following Basic Requirements must be met: 1. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND 2. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: formulating or implementing policy and establishing administrative guidelines in the area of procurement; providing analysis and recommendations regarding acquisition functions; evaluating procurement actions to ensure compliance with all applicable guidelines; performing acquisition planning; providing technical guidance relating to various contracting elements; assembling and analyzing data and applying analytical methods to identify trends, solve problems, optimize performance and prepare reports of findings; communicating program performance to internal and external customers through various verbal, written, and visual communication methods and reviewing operational effectiveness of the procurement process to recommend areas of improvement. [NOTE: Evidence of this specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume.
