Duties
The incumbent functions as a Contracting Officer's Representative (COR) performing work involved in collecting, analyzing, interpreting and developing specialized information about complex electronics equipment and has continuing responsibility for complete electronics equipment systems, groups of commodity classes or several electronics equipment subsystems.Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.Typical work assignments include:- Recommending a variety of sources of supply including procurement, outside repair, in-house manufacture, etc.- Identifying problems and/or trends that exist regarding the acquisition of various parts and equipment, and recommends improvements.- Providing advisory services related to equipment design, production, operational and maintenance requirements with regards to major components of new/extensively modified equipment systems or commodity class.- Handling quality control issues related to major components of new or modified systems.
Qualifications
QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing work involved applying an intensive knowledge of the characteristics, properties, and uses of equipment. This experience may have been gained by reviewing and applying technical specifications and requirements; analyzing equipment and forecasting spare parts requirements; determining appropriate configuration control authority; establishing configuration baselines for the configuration control of CIs; recording and reporting configuration changes resulting from retrofit and by replacements through maintenance action; reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders; analyzing contract specifications and examining pertinent equipment to determine if specifications are met; and analyzing or supervising maintenance, repair or production operations to determine methods of improvement. Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, in engineering or technology. COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
