This position is located in the Office of the Inspector General Federal Trade Commission. The Inspector General conducts independent and objective audits, investigations, inspections; prevent and detect waste, fraud, abuse; promotes economy, effectiveness, and efficiency; reviews pending legislation and regulation; and keep the agency head and Congress fully and currently informed. The FTC is an independent federal agency with a unique dual mission to protect consumers and promote competition.
Duties
The Deputy Inspector General, shares the responsibility for establishing policy, overseeing program direction, and providing the necessary leadership in carrying out the Office of the Inspector General's (OIG) objective with the Inspector General (IG). The incumbent provides policy direction for and conducts, supervises, and coordinates audits and investigations relating to the programs and operations of the Commission. Some core duties of the position include:
Assisting with developing long-range strategies and goals to minimize the opportunities for the occurrence of fraud and waste, and innovative techniques and systems for the detection of fraud or promotion of economy and efficiency in agency operations.
Providing leadership and coordination and recommends policies for activities designed to promote economy, efficiency, and effectiveness in the administration of Commission programs and operations, and to prevent and detect fraud and abuse in such programs and operations.
Assisting the IG with keeping the Chair and Congress informed by means of ensuring the preparation and availability of required reports for the IG's discussions concerning fraud and other serious problems, abuses, and deficiencies relating to the administration of programs and operations administered or financed by the agency.
Reviewing existing and proposed legislation and regulations relating to Commission programs and operations and makes recommendations to the IG, and if applicable, includes that information in semiannual reports concerning their impact on the economy and efficiency in the administration of programs and operations administered or financed by the agency.
Oversees the initiation, organization, direction, and control of investigations of serious allegations of illegal acts, violations of rules of conduct, violations of the merit system, and any other misconduct concerning senior officials of the agency.
Oversees the initiation, organization, direction, and control of audits, reviews, inspections, and advisories related to FTC programs and operations, and makes recommendations to the IG and/or Chair for appropriate actions.
Directs investigations of allegations of misconduct by, or complaints, concerning improper activities of non-senior officials to appropriate staff within the OIG, and makes recommendations to the IG and/or Chair for appropriate actions.
In the IG's absence, the Deputy represents the agency on certain interagency committees such as the Council of The Inspectors General on Integrity and Efficiency, and in meetings with the Government Accountability Office, the Department of Justice, and various offices on OIG enforcement matters.
Requirements
- You must be a U.S. citizen to qualify for this position.
- Top Secret background investigation is required.
- You will serve a one-year probationary period unless you have previously completed the probationary period in the Senior Executive Service (SES).
- The individual selected will be required to file an Executive Branch Personnel Financial Disclosure Report (OGE Form 278) in accordance with the Ethics in Government Act of 1978.
- This position may be eligible for remote work or telework from a regional office. If selected, you must be approved for remote or telework prior to onboarding in accordance with FTC's Workplace Flexibilities Policy.
Qualifications
QUALIFICATIONS:As a basic requirement, applicants must demonstrate technical and professional competence as described in the Mandatory Technical Qualifications (MTQs) section below and executive leadership capabilities as described in the Executive Core Qualifications (ECQs) of the SES listed below. Typically, experiences of this nature will have been gained at or above the GS-15 grade level or its equivalent in federal service, or with state or local government, private industry, or nongovernmental organizations.
If you are a current career member of the SES, are eligible for reinstatement into the SES, or have completed an SES Candidate Development Program and have been certified by the Office of Personnel Management's (OPM) Qualifications Review Board (QRB), you can apply for competitive and/or noncompetitive consideration. For competitive consideration, you must submit a resume and written statements addressing the Mandatory Professional Credentials/Technical Qualifications, ECQs, and other applicable qualifications. For noncompetitive consideration, you must submit your resume, written statements addressing the Mandatory Professional Credentials/Technical Qualifications, and other applicable qualifications. Written statements addressing the ECQs are not necessary for noncompetitive consideration. You must also provide documentation of QRB certification (i.e., SF-50 showing career SES status or OPM-issued SES qualification certificate).
MANDATORY TECHNICAL QUALIFICATIONS (should not exceed two pages per qualification): All applicants must submit written statements describing accomplishments that would satisfy the MTQs. You must respond to all MTQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position.
1. Experience that demonstrates the ability to direct the activities of an Office of Inspector General investigations-related program, an audit-related program, or a legal program and render sound judgment and decisions across a wide range of sensitive issues.
2. Experience that demonstrates the ability to provide expert advice and assistance to senior level officials both within and outside the agency with regard to investigations, audit activities, or legal issues affecting statutory federal Offices of Inspector General.
EXECUTIVE CORE QUALIFICATIONS (should not exceed ten pages): All applicants must submit written statements describing accomplishments that would satisfy the ECQs. You must respond to all ECQs and address each one separately, as failure to do so will result in a rating of 'ineligible' for the position. A good competency-based qualifications statement should address the following elements for each ECQ: (a) the goal, problem, or activity and its challenge, (b) the context or environment in which the activity took place, (c) specific actions you took to address the challenge, and (d) the results or impact of the activity. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of the programs you managed, and the results of your actions. ECQ 4 - Business Acumen: This ECQ involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This ECQ involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
