The primary purpose of this position is to serve as headquarters level senior Test Design Manager for AFOTEC Operations Directorate (A-3), Early Test Operations Division (A-3O).

Duties

Applying Air Force military, air, space, and cyberspace, operator/maintainer, and operational test experience, performs a broad range of highly complex analyses, develops and evaluates initial test designs, initial test design documentation and design validations for implementation of Operational Test and Evaluation (OT&E) activities on multiple assigned major command weapon system programs. Advises the A-3O Lead Test Design Manager; Chief Early Test Operations Division, A-3 technical Advisors, A-3 deputy Director, and Director of Operations, as necessary on matters of Test Design Manager organization, funding, resources, training and personnel development, policy and regulation and various technical and test-related issues. Applying Air Force military, air, space, and cyberspace, operator/maintainer and operational test experience develops and executes new methods for initial test design. Design validations and test planning for the test and evaluation of weapon system programs. Provides operational and technical reviews and comments for Test Operations Division products such as initial tasking orders, tasking orders, initial test designs, designs validations, test plans, data analysis management plans, detailed test procedures, and other programmatic and policy related documents. Prepares and delivers oral presentations such as high-level briefings, training sessions, consultations, and strategy sessions with other internal/external staff functions and activities to secure cooperation, resolve controversial matters and convey information relative to proposed changes in assigned program(s).

  • Position requires the ability to obtain and maintain a Top-Secret security clearance with SCI assess highly desired.
  • Experience and education (traditional or non-traditional) in personnel management and organizational behavior is highly desired.
  • Experience in conflict resolution and negotiation is highly desired.
  • Knowledge and previous experience in the DoD requirements, acquisition, and operational test processes is highly desired.
  • Air Force military, air, space, and cyberspace: operator maintainer and operational test experience is critical to the successful completion of the work.
  • Experience working with diverse human elements (aviators/war fighter communities, scientific/technical agencies, business fiduciary mindsets, and political entities) is highly desired.
  • Work occasionally requires travel away from the normal duty station and may require travel by military or commercial air.
  • Subject to pre-employment and random drug testing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical sciences, design methodologies (to include design of experiments, factorial and other design methodologies), leadership practices and DoD acquisition system and associated test strategies and requirements is required including development of concepts, policies, and fundamental philosophies for organizational behavior, initial test design and initial test design processes project controls. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness and suitability of weapon system employment. Mastery knowledge of the relationships of military modernization planning operations to overall planning and execution of operational test and evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and or quantitative operational test design/design validation methods for the assessment and improvement of command level plans and programs for conducting major operations such as combat, combat support, mobilization, aircraft, armament, electronic warfare, rescue, special operations, airlift, C4ISR, Space, Missile, Missile Defense, CBRNE, directed energy, information systems or technology projects. Knowledge of DoD military services and various command program goals and objectives. The sequence and timing of key operational test events, structures, milestones, concepts, principles, practices, and applicable regulations, policy, and issues as they apply to methods of operational test and evaluation of effectiveness, suitability, and mission capability of weapon system employment. Knowledge of and skill in the application of Airforce military, air, space and cyberspace operator maintainer and operational test expertise as it applies to assigned programs. Knowledge of the relationship of military modernization programming, planning, and budgeting to overall program planning and execution of operational test and evaluations. Knowledge of organizational design, organizational behavior and human resource management. Knowledge of Air Force Doctrine and Joint Publications relating to operations and maintenance of all assigned programs including current employment and support concepts. Knowledge of training, professional development, and certification process as they apply to organizational staffing. Ability to research, analyze, and interpret high-level guidelines consisting of general DoD, Joint Service, and Air Force Directives that require considerable adaptation and/or interpretation for application to issues or problems studied. Ability to interact and operate effectively in an environment consisting of personnel from diverse backgrounds, qualifications, and organizations, and organizational objectives. Ability to communicate effectively both orally and in writing using tact and diplomacy sufficiently to present sensitive information recommendations, explain the requirements of the directorate and gather and disseminate information for presentation. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
