This position is located within the VA Caribbean Healthcare System of the Veterans Health Administration (VHA). This is a Program Support Assistant position, which is organizationally located a the Administrative and Support Services Section, Facility Management Service, VA Caribbean Healthcare System, San Juan, PR. This position will perform a series of administrative, coordinating and monitoring duties related to the Facility Management Service.
Duties
Prepares personnel actions such as: return for duty, resignation, termination,
voluntary and disability retirements, appointments, reassignments, loos to another agency,
etc. for Facility Management Service employees.
Assists in the Time and Attendance of Facility Management Service employees thru VATAS.
Completes electronic permission access system (EPAS) for new employees assigned to the
Service.
Prepares and submit request for PIV cards to Police Service for FMS employees. Incumbent
is to have knowledge in utilizing the VA PIV Enrollment Portal for updating PIV cards.
Assigns and tracks Action Items assigned to the Service and ensures submission prior to the established due dates.
Incumbent will maintain a log of all Action Items.
Assists in preparing procurement request (2237) for FMS control points such as leases,
contract (options and new contract), services, etc. as needed.
Verifies and assigns Patient's Advocate Tracking System (PATS-R) cases for FMS.
Prepares report from the VA Talent Management System and is responsible for entering/
assigning class information, data entry and maintaining filing for all FMS data entries in
relation to Training.
Operates computer systems and/or performs data processing support and service funding
requiring data processing sequences, procedures, user and or programing languages,
computer requirements and/or techniques associated with the development and design of
systems.
Provides support directly to computer users.
Performs additional duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
Specialized Experience GS-05: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience may include: providing clerical, technical, or customer support; receiving and referring phone calls; communicating and treating customers in a courteous, tactful and respectful manner while providing consistent information; following established policies and procedures; and using computer programs to prepare documents. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school education. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. (NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.)

Physical Requirements: The work area is usually an adequately lighted, heated and ventilated office of medical facility setting. The work environment involves everyday risks or discomforts that require normal safety precautions. The sedentary and may require some walking, standing, bending, carrying and/or lifting of light items like papers or books. The work requires light to moderate levels/times performing keyboarding to prepare correspondence.
