This position is located in a Consolidated Patient Account Center with the incumbent serving as a Database Manager. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.
Duties
Duties may consist of, but are not limited to:
Controls, reviews and evaluates system error reports from payers, Austin Automation Center, and other sources.
Maintains a log of error reports, sources, corrective action taken and timelines.
Provides the customer with consistent information according to established policies and procedures.
Develops and presents reports of patterns and trends by carrier, organization, provider, etc. in order to provide constructive feedback for improvement to the appropriate source.
Creates and maintains the Insurance File Database needed to monitor and report on a wide range of payer-related activities.
Ensures accurate insurance company data to include correct and timely information concerning company names, addresses, and/or other company changes.
Prepares recurring and ad-hoc management reports on Insurance File Database.
Provides information and assistance to the other healthcare team members in order to improve the documentation, efficiency and effectiveness of the Insurance File Database.
Identifies Insurance File Database training needs and reports to management.
Prepares correspondence, reports, memoranda or other written products concerning a wide range of issues surrounding Electronic Insurance Verification (eIV) payer operations within the insurance file database.
Monitors eIV transmission from CPAC to payers and from payers to CPAC.
Identifies trends, patterns, deviations, errors and other activity in order to develop remedial action(s) and institutionalize higher eIV responses.
Prepares and reviews current eIV system payer reports to ensure eIV is fully operational and working within current standards.
Controls, reviews and maintains current Pharmacy Benefit Manager insurance database to ensure all payer information is accurate and up to date with current company names, addresses and electronic processing information.
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/14/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience include: Supervisory duties providing guidance, review, analysis and evaluation of billing and collection, controls, reviews and evaluates system error reports from payers and other sources. Maintains a log of error reports, sources, corrective action taken. Establishes deadlines for error correction and ensures that corrective action is executed within established policies and schedules. Develops and presents reports of patterns and trends by carrier, organization, provider, etc. Assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Applies procedures, requirements, regulations, and policies related to Financial Administration such as Medicare, TRICARE, and CHAMPVA guidelines, sharing agreements, workers compensation, appropriate public laws; maintains credibility with others on technical matters. Expresses information (for example, ideas or facts) to individuals or groups effectively; makes clear and convincing presentations; listens to others, oral communication skills, experience with various types of insurance, insurance regulations, claims processing, examination, adjudication, or adjustment. Understands the standards, architecture, and specifications of automated financial systems.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Administrative Specialist position.

Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
