This position is located in the Management Directorate, Office of Chief Information Officer, Identity, Records, and National Security Division. As an Information Technology Project Manager, you will monitor the development of our IT applications and devices and will work with stakeholders in the technical development of identified priorities, contract oversight, and maintenance supervision.

Duties

Lead Agile software development teams and initiatives for the Office of Information Technology (OIT) to ensure continuous delivery of value-added, innovative Information Technology (IT) solutions using modern programming technologies and frameworks. Manage multiple IT projects across portfolios with significant financial investment and department-wide impact. Plan and direct the timely and effective design, development, modification, testing, deployment, support, and documentation of new or existing applications software for DHS organizations. Manage technological initiatives that address legislation, program, or policy requirements, meet new developments or changes in the portfolio due to program initiations, eliminations, or cost reductions, and organizational structure changes. Provide expert technical advice, guidance, and recommendations to managers within United States Citizenship and Immigration Services and the Department of Homeland Security and other stakeholders on critical and controversial IT issues.

Basic Requirements: All applicants must meet the following basic requirements. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Selective Placement Factor #1: You must have experience managing large-scale, high-performance, production enterprise applications in a cloud environment including but not limited to Amazon Web Services (AWS), Google Cloud, or Azure. This experience must be documented in your resume. Failure to do so may result in an ineligible rating. Selective Placement Factor #2: You must have experience utilizing Agile development projects and programs supported by integrated DevSecOps (development, security, and operations) teams that use Kanban, Scrum, or similar application lifecycle management methodologies. Selective Placement Factor #3: You must have experience with enterprise system monitoring and vulnerability analyzing tools such as New Relic and Splunk. This experience must be documented in your resume. Failure to do so may result in an ineligible rating. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-13 grade level. Examples include the following duties: Planning, implementing, and managing problem management systems designed to recognize, report, track and resolve problems, Developing and updating customer support policies and procedures, Analyzing and implementing network security measures, Identifying need for changes based on new network and security technologies or threats and developing solutions, Reviewing, formulating and evaluating service desk, network and security incident response policies.
