You will serve as a FINANCIAL MANAGEMENT ANALYST in the Accounting Division, Funds Acceptance Branch of NAV FACILITIES ENGINEERING COMMAND SE.

Duties

You will identify and prepare funding documents and financial lines of accounting with different types of appropriations and Agencies. You will perform research and analysis of financial transactions You will use automated systems to correct, maintain records and/or compile reports. You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.

Requirements

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Identify and prepare funding documents and financial lines of accounting with different types of appropriations and Agencies; 2) Performing research of financial transactions; 3) Using knowledge of automated systems to correct, maintain records and/or compile reports under the supervision or guidance of higher graded personnel; and 4) Using accounting, budget or other financial management regulations, practices, procedures and policies related to specific financial management functions to identify abnormalities and balance accounts with oversight of Supervisor. 5) Provides data used in the interpretation of financial reports, financial statements, and other financial data, reflecting the interrelationships between accounting, budgeting, and other management data. 6) The ability to work independently and under the supervisor or direction of higher graded personnel. OR Have successfully completed a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. OR Have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement. Education

Applicants that do not meet the specialized experience as described above may qualify with education or a combination of experience and education, as follows: Have successfully completed a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. OR Have a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.
