This position is located in the Pay and Benefits Services Branch (PBSB), Division of Human Resource Management, Office of Information Resource Management, National Science Foundation (NSF). The incumbent serves as the Telework Managing Officer (TMO) with responsibility for managing the telework and remote work program for the agency, providing expert interpretation of applicable laws, regulations, policies, and procedures.
Duties
As a Telework Managing Officer,you will perform the following duties:
Serves as the agency Telework Managing Officer.
Develops and implements the telework and remote work policy and program initiatives.
Develops and presents training courses, seminars, and briefings for employees, supervisors, and managers.
Manages the electronic system for maintaining agency telework agreements and disseminates reports to key stakeholders.
Ensures employees are coded with the correct telework/remote agreement type in the payroll system. Conducts regular audits of payroll data submitted to the Office of Personnel Management Enterprise Human Resources Integration System, reconciles data discrepancies, and addresses quality issues promptly.
Provides leadership, expert assistance, and authoritative advice on interpretation of governing policy for the telework and remote work program.
Fosters partnerships with internal stakeholders to ensure program efficacy.
Works in collaboration with the Labor Relations Officer to ensure appropriate collective bargaining obligations are satisfied with employee representatives on agency telework and remote work policies. Serves as the subject matter expert for negotiations.
Drafts responses to Congressional inquiries, OPM data calls, and other entities.
Other projects/programs as assigned.
Qualifications
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 Level in the Federal service providing authoritative guidance in the resolution of complex problems or issues impacting major agency projects, and programs as it relates to telework and remote work.
Some examples of this qualifying experience are:
Interpreting federal regulations OPM guidance to develop, recommend, and implement human resources policies and procedures.
Experience developing communication and training materials to engage the workforce and bring awareness to human resources programs.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
