This position is located with Technical & Regional Services (EPR) within the Pollution Prevention & Abatement (PP&A) organization (EP) in the Office of Environment, Fish and Wildlife (E), Bonneville Power Administration (BPA)
The purpose of this position is to provide senior level scientific and technical expertise within Technical & Regional Services for pollution prevention and abatement programs, projects, and natural resource protection/management issues performing the following duties.
Duties
As a Physical Scientist (Environmental), you will:
Serve as senior technical expert interpreting and implementing environmental regulations and procedures on a team of physical and biological scientists.
Plan, organize, and coordinate with teams to develop environmental requirements and specifications for large scale transmission infrastructure projects.
Review, develop, coordinate, and implement Right-of-Way Environmental Standards and Procedures (ESPs) and Standard Operating Procedures (SOPs) for BPA's pollution prevention and abatement program.
Plan and carry out environmental programs and projects within the framework of applicable laws.
Monitor Federal, multi-state (WA, OR, MT, ID, etc.), and local environmental laws and regulations for regulatory compliance as they pertain to BPA's transmission facilities and practices.
Independently design, coordinate, and oversee sampling and monitoring efforts/programs.
Respond to environmental emergencies resulting from releases of hazardous or toxic substances and petroleum products on transmission line projects.
Research, draft, submit, and obtain required environmental permit applications to regulatory agencies.
Qualifications
BASIC REQUIREMENTS
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service.
Specialized Experience is defined as: Experience 1) providing scientific expertise in the planning and implementation of pollution prevention and abatement projects and programs; 2) interpreting and implementing Federal, State, and local laws and environmental regulations related to waste management and pollution prevention; AND 3) conducting environmental investigations, cleanups, sampling and monitoring.
