The Management Analyst for Medical Service serves, with the Health System Specialist/Administrative Officer (HSS/AO), as a coordinator, advisor, analyst, and planner for the delivery of health care services within Medical Service. The Management Analyst position requires administrative awareness to facilitate interaction with all departments and disciplines in the facility as well as between the VA facility and community facilities for the delivery of patient care.

Duties

Duties include, but may not be limited to the following: Assist in formulating and submitting a budget plan each fiscal year, providing advice and assistance as to funds available and how to maximize actual dollar allocations. Serve with the Health System Specialist/Administrative Officer (HSS/AO), as a coordinator, advisor, analyst, and planner for the delivery of health care services within Medical Service. Responsible for the maintenance of equipment and facilities, and for maintaining all Service EILs. Conducts special analytical studies designed to resolve critical programmatic, organizational or functional problems throughout the Medical Center. Must analyze and evaluate the efficiency and effectiveness of the multiple program operations of the Medical Service, assessing the effectiveness of services provided to the patients served. Identify and advise the HSS/AO, Chief Medical Service, and Executive Staff on the impact of changes proposed as to how they will affect other services and the patients served, insuring that patient care is not adversely impacted. Responsible for maintenance of equipment and facilities, and for maintaining all Service EILs. Evaluate new technology for application to Medical Service needs. Assist in formulating and submitting a budget plan each fiscal year, providing advice and assistance as to funds available and how to maximize actual dollar allocations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS - 11 position you must have served 52 weeks at the GS - 09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: (1) Applying, analyzing, and interpreting laws, rules, regulations, standards, and policies; (2) Conducting thorough analyses of numerous functions and work processes; (3) Compiling resource data from multiple financial management reports and independently completes duties concerning budget execution. Tracking the allocation of funds and redistributing organizational funding as needed. OR, Education: Applicants may substitute education for experience with an awarded Ph.D. or equivalent doctoral degree (such as an LL.M.) from an accredited college or university, or three full years (54 semester hours or 81 quarter hours) of progressively higher-level graduate education leading to such a doctoral degree. This graduate degree or education must demonstrate the knowledge, skills, and abilities to do the work of this position. If you are claiming to qualify based on your education, your application must include an official or unofficial copy of graduate level transcripts that demonstrate this information. OR, Combination: Applicants may substitute a combination of graduate education and specialized experience to qualify for grade GS-11. If you have some, but not all, of the graduate education described above AND less than one full year of the specialized experience described above, you may qualify by combining the amount of creditable education and experience that you do have. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. To calculate, first identify the education you have earned beyond your first two years of study as a percentage of a total of three years of study. Then identify the number of months of specialized experience you have as a percentage of 12 months. Add the two percentages. The total must equal at least 100 percent in order to be qualifying. For example, an applicant who has 45 semester hours of graduate level education (i.e, 50% of graduate education required beyond the first two years) and who has 6 months of creditable specialized experience (i.e., 50% of the one year of specialized experience required) would meet 100% and thus be qualified for the position. . Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is principally sedentary, however, some walking, standing, and bending may be required by the position.
