This Program and Management Analyst position is in the Specialty Medicine. The purpose of this position is to administratively manage, develop, design, implement and coordinate all the Specialty Medicine Service at the Outpatient Clinic and four VA clinics. The incumbent will also formulate strategic goals and objectives to foster effective and efficient specialty care health delivery systems and work closely with other care line managers to ensure that a coordinated continuum of care.
Duties
Duties and Responsibilities include but are not limited to:
Assists in planning and developing Clinic programs.
Analyzes and evaluates on a quantitative or qualitative basis the effectiveness of multiple specialty care programs.
Assists in formulating administrative policies.
Identifies areas requiring attention and recommends and coordinates courses of action.
Researches and investigates new or improved business and management practices.
Develops new or modified administrative program policies, regulations, goals, or objectives.
Identifies data required for use in the management and direction of programs.
Develops data required for use in the management and direction of programs.
Develops management and/or program evaluation plans, procedures, and methodology.
Analyzes management information requirements to develop program or administrative reporting systems.
Develops new or modified administrative program policies, regulations, goals, or objectives.

Develops management and/or program evaluation plans, procedures, and methodology.
Updates Organizational Chart and ensures Organizational Chart is kept current with employees entering and leaving service.
Responsible to complete and submit physician staffing requests to HR.
Will performs budget execution functions.
Develops and implements administrative policies and procedures.
Participates in the development of long-range planning.
Performs administrative work, which includes management of an office's schedule and day-to-day.
Designs studies and training programs.
Establishes procedures for meeting accreditation standards.
Work Schedule: Monday through Friday, 8:00 a.m. to 4:30 p.m. Schedule may vary as deemed necessary to meet the needs of the Veterans and the Medical Center

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with analyzing data and reporting finding, Operational knowledge of Specialty Medicine or similar services, Gathering information, identifying and analyzing issues and developing recommendations to resolve administrative problems, Able to plans and carry out projects in administrative support activities to improve the efficiency, effectiveness, and productivity.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary. Position requires walking, standing, bending, stooping and carrying books and papers.
