This position functions as the Administrative Officer for the Informatics and Analytics (I&A) Service Line, providing a variety of complex duties related to management of administrative and human resources. Serve as the principal advisor to the Service Chief and subordinates in the areas of office support services, budget, HR management, document control, logistics, training, timekeeping, safety, and SharePoint and a variety of other administrative matters as assigned.

Duties

Major Duties include, but are not limited to: The incumbent is a key player in decision-making processes and matters that involve financial resources, personnel matters, administrative overarching operations functions and other unique elements in the operation of such a diverse administrative service. Assists I&A Chief, Chief Informatics and Group Practice Manager in projecting staffing needs, writing positions descriptions, developing job analyses, preparing performance plans and appraisals. Processes training requests, and draft disciplinary and adverse action. Reviews, analyzes, and interprets incoming requests, recommends appropriate action, or suggests appropriate alternatives based on knowledge of internal operations, organization personnel policies, budgetary constraints, and work priorities. Directs the administrative management activities of I&A, including interpreting administrative policies, developing, and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues. Facilitates a full range of administrative duties which include human resources management, budget and finance, management and program analysis, policy formulation, analysis, and evaluation of programs, use and delegation of space, document control, office support services, equipment inventory, and a variety of related administrative matters. Surveys and analyzes space utilization and recommend plans for future needs based on identified deficiencies, anticipated program changes, workload and staffing projections, and budgetary considerations. He/she prepares and/or reviews requests for construction justifications, remodeling and alternations to existing work sites, review floor plans and designs of office layouts, and coordinates preliminary approvals and interfaces with Engineering, Facility Planning, and other officials to schedule work or resolve problems. Coordinates all personnel actions to maintain authorized FTEE while staying within authorized salary dollars. Updates Service Line Leader as to FTEE/salary status and, proposes reallocation of FTEE and salary dollars based on monitoring workload and shifts. Prepares reports and briefings which summarize actions taken or proposed by SERVICE CHIEF, which may discuss proposals or recommendations and the basis for such proposals. Provides guidance to program managers and personnel in I&A. Such guidance or support includes assigning work on a daily, weekly and/or monthly basis; approving leave; navigating the reasonable accommodation process; creating performance standards and evaluating performance; planning, establishing and scheduling activities; setting deadlines and deciding on acceptability and correctness of work, hearing/resolving complaints, effecting corrective measures, identifying developmental and training needs, establishing short-and-long range goals, and hiring. Acts as the liaison with the human resources office concerning personnel-related matters. Applies new policies, provides advice on requirements, maintains administrative systems, and prepares administrative paperwork. Participates in the planning for budgeting needs and financial management. Interprets administrative policies, developing implementing or local policies, defining administrative requirements, and/or providing advice to top management on related issues. Communicate verbally and written to different levels of audiences project completed, SOP, or other information in a professional, concise, and accurate manner. Maintain excellent relationships with other service lines, VISN support teams, and facility leadership to ensure compliance with the program supports. Compiles information, prepares administrative reports for management briefing and sharing with work groups. Performs other duties as assigned. Work Schedule: Monday - Friday , 7:30am to 4:00pm. Subject to change based on agency needs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Overseeing the foundational structure (i.e., space, staff, equipment) and clinic operations - monitoring and improving key clinic processes and outcomes. Responsible for the overall day-to-day management of access, optimizing the patient experience, and using resources effectively to ensure Veterans' access to care. Oversee the utilization of information and telecommunication technologies to provide health care services when the patient and practitioner are separated by geographical distance. Provides advanced analytics and data modeling to innovate high-value methods of making a more data-driven environment. Plan, schedule, and conduct projects to improve the effectiveness and efficiency of work operations in a typical, moderate to large sized, service with subdivisions/ sections. Skill in carrying out administrative functions for a of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, administrative laws, policies, regulations, and precedents applicable to the administration of local, regional, and national programs. Knowledge of Emergency Management Preparations, National Incident Management System (NIMS) and Incident Command (IC) Center functions and utilize this information to formulate comprehensive emergency preparedness plans appropriate to all sections and functions within FMS. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
