You will serve as a System Sustainment Supervisor in the Information Systems (IS) Department (N6) of NAVAIR TRAINING HUMAN CAPITAL MGMT GRP. This position provides technical expertise and leadership for development, modernization and sustainment of software applications and programming support services.

Duties

You will be responsible for new application capabilities, modernization, and sustainment of existing application software. You will oversee development of new products, application modifications, security enhancements, and engineering new software capability solutions. You will plan and coordinate testing, implementation, and maintenance of new software products, working closely with system functional managers to ensure seamless implementation. You will resolve installation problems and identify and mitigate security vulnerabilities and risks to maintain system integrity and availability. You will provide advice and guidance in broad areas including development, modernization, and sustainment of software applications. You will review application configurations and related technical processes and advise on modification to improve efficiency and effectiveness. You will develop and execute a mission-aligned vision for the organization. You will plan work to be accomplished by subordinates, sets and adjust short-term priorities, and prepare schedules for completion of work. You will ensure supervisory performance management tasks are completed in a timely manner such as communicating performance expectations, holding employees accountable, and making meaningful distinctions in performance.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area Software Developer (621) level Intermediate within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain a current Information Assurance Technician (IAT) Level II certification as outlined in DoD 8500 series directives.

Qualifications

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: providing guidance and direction for employees in constantly changing and evolving priorities; overseeing development of new products, application modifications, security enhancements, and engineering new software capability solutions. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing guidance in planning and implementing strategic and tactical initiatives to support mission. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Giving advice, counsel, or instruction to employees on both technical and administrative matters; advise management on the advantages/impacts of incorporating new technology into the current communications architecture. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: solving problems, considering different approaches while dealing with incomplete or conflicting data, and resolve highly complex technical issues; coordinating the efforts of project teams. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector analyzing system networks for an information technology program to test, develop, modify, and modernize application software in order to improve processes and ensure compliance with established guidelines.
