This position is a Fire Management Officer, GS- 0401-11 working in Lakeview, Oregon for the R1-Sheldon-Hart Mountain NWR Complex. This is a TEMPORARY promotion not-to-exceed 12 months but may be extended up to 5 years or made permanent without further competition.

Duties

As a Fire Management Officer your duties will include but are not limited to the following: Directs all phases of the fire management program and is responsible for its planning, program direction, coordination and evaluation. Ensures that the fire prevention program is effective and meets short-term objectives and long-term goals. Provides leadership, coordination, and direction, for the administration of the fire suppression, detection and prevention programs; dispatching and other communication services; fuels/vegetation management; aviation management; mitigation and education; and the integration of fire and aviation management plans and activities with other natural resources. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments. Reviews preparedness actions and operating plans used in the management of wildland fires.

  • Supervisory Probationary Period: Selectees who have not previously completed a supervisory probationary period, will be required to serve a one-year supervisory/managerial probationary period for this position.

Qualifications

Qualifications This key fire management position is a categorized under the Interagency Fire Program Management (IFPM) Standard as a Unit Fire Program Manager (UFPM) High Complexity. Minimum IFPM qualification standards must be met prior to being placed into the position. Detailed information regarding IFPM positions can be found at https://www.ifpm.nifc.gov/. Note: The position is covered under the secondary/administrative category for special firefighter retirement provisions. You may meet qualification requirements but not be eligible for special retirement coverage. If you are not eligible for special retirement coverage, you will be placed in the regular retirement system. Only experience and education obtained by 11/16/2023 will be considered. In order to qualify for this position you must possess the Basic Requirement, Minimum Qualification and the NWCG Qualifications. Basic Requirement: Degree: I possess a bachelor's or higher degree from an accredited college or university in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR A combination of education and experience which includes courses equivalent to a major in the biological sciences (at least 24 semester hours) as shown above, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources management or related disciplines appropriate to the position. Minimum Qualification [GS-11]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Experience may include applying knowledge of the theories, principles, and methodology of fire ecology, fire behavior, fire hazard and risk analysis, fuel volume and flammability assessment, fire suppression techniques, meteorology, aircraft and equipment operation characteristics, in developing and implementing a fire management and prescribed burn program; and applying knowledge of fire management policy and administrative processes (including fire management planning and administration, and budget planning). OR I have successfully completed at least three full years of graduate education leading to a Ph.D. degree or a Ph.D. or equivalent doctoral degree from an accredited college or university in a field directly related to fire science, fire management, biological sciences, agriculture, natural resource management, chemistry or related disciplines. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. NWCG INCIDENT MANAGEMENT QUALIFICATIONS (CURRENCY NOT REQUIRED): Pathway #1 1) Division/Group Supervisor (DIVS), and 2) Incident Commander Type 3 (ICT3) or Prescribed Fire Burn Boss, Type 2 (RXB2) OR Pathway #2 1) Air Support Group Supervisor (ASGS) and 2) Incident Commander, Type 3 (ICT3) (You must provide a copy of your Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required minimum qualifications for this IFPM position. Failure to provide this documentation by the closing dated of the announcement will result in you being rated as not qualified). "Fire Program Management" (M-581) is now a condition of employment and not a selective factor. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically, i. Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
