This position serves as a Natural Resources Specialist in the OR/WA State Office, Lakeview District Office, in Lakeview, Oregon.

Duties

As the Natural Resources Specialist, the work includes performing a variety of professional and technical functions related to natural resource management. The incumbent applies analytical and evaluative methods and techniques to well precedented projects and studies concerning issues or problems of a procedural or factual nature, and/or readily observable conditions. The incumbent makes recommendations to resolve such issues in accordance with established methods, guidelines and precedents. The incumbent may work on projects with a geographically or organizationally limited scope (e.g. at the field or district office level) or may work on portions of broader studies with guidance and oversight from a higher graded specialist. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement AND meet the ADDITIONAL Requirement in order to qualify for this position. BASIC REQUIREMENT: 1. Education: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience. AND ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) research, collect, verify, interpret, and analyze a variety of directions, regulations, and information regarding natural resource management; (2) independently write routine technical reports, presentations, and evaluations pertaining to natural resource management; (3) utilize database software such as Word, Excel, Global Positioning Systems and Geographic Information Systems; and (4) identify and assess biological components of ecosystems such as plant and animal communities, range and wildlife habitat conditions, watershed, riparian and physical components and processes (such as water quality, soil erosion, and climate). OR B. Education: Successful completion at least 1 year of progressively higher-level graduate education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Superior Academic Achievement (SAA): Have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, and meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) identify and resolve conventional natural resource management problems; (2) gather, analyze, and interpret environmental or natural resources data to prepare recommendations for management action; (3) analyze and evaluate environmental conditions, proposed natural resources management actions, changing habitat conditions, and/or inspection activities for compliance with regulatory requirements; and (4) apply natural resource regulations and laws such as National Environmental Policy Act, Endangered Species Act, the Federal Land Policy and Management Act, and the Taylor Grazing Act. OR B. Education: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR C. Combination: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). GS-11: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) develop landscape plans and advise on the effects of other programs on natural resources; (2) provide input for the Annual Work Plan and/or budget process regarding natural resources programs; (3) work with local, regional, and/or national conservation organizations to implement habitat improvements or monitoring on public lands ; and (4) analyze and evaluate diverse environmental conditions and proposed natural resources management actions for conformance with standards and compliance with regulatory requirements and appropriate federal law. OR B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

QUALIFICATIONS CONTINUED:
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

EDUCATION:

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
