This position is located in the Bureau of Land Management (BLM), Lakeview District Office. The primary purpose of this position is to analyze and interpret Wild Horse & Burro (WH&B) policy and related manual guidance to develop responses to District Office, State Office, and Headquarters request for technical and professional assistance.
Duties
Major duties include, but are not limited to:
Providing technical assistance to Field and District Office Managers on the wild horse and burro program.; coordinating with district and field office personnel, other federal and state agencies, and interest groups outside the Bureau; and implementing trapping efforts.
Providing WH&B population, ecological, genetic, behavioral, and habitat information and management recommendations for inclusion into BLM planning documents; and serving as an interdisciplinary team leader on WH&B National Environmental Policy Act (NEPA) documents, ensuring all applicable resource information and concerns are addressed during the evaluation process.
Coordinating with other district and field office specialists to assure all required clearances and documentation are completed prior to plan and project implementation; and collecting and interpretating program specific and interdisciplinary studies.
Preparing, designing, analyzing, and implementing WH&B Herd Management Area Plans (HMAPs) or other documents involving management actions specific to the unique situations and objectives of each Herd Management Area (HMA) that will ensure plant and animal diversity required to comply with federal laws pertaining to the WH&B program and multiple use management. These plans analyze demographic, genetic, behavioral, population, vegetation, water quantity/quality, and habitat data to insure a viable population that is compatible with other resources.
Preparing monitoring plans for HMAs to insure collection of data; and coordinating with other disciplines (e.g., range, wildlife, etc.), to ensure integrated, cost-effective data gathering efforts.
Developing plans detailing desired HMA objectives, specific management actions to meet these objectives, and addressing the genetic consequences of managing populations at specific levels.
Conducting public meetings and making contact with WH&B special interest groups, the media, humane groups, grazing permittees, local law enforcement agencies, and working contacts with federal and state agencies.
Planning and designing WH&B habitat improvements and vegetative treatments that meet program goals and multiple-use constraints and objectives; formulating habitat improvement projects for inclusion into the Annual Work Plan (AWP) and preparing project check lists, cooperative agreements, benefit cost ratios, environmental assessments (EAs), and necessary NEPA documentation; and on occasion supervise project construction involving volunteers.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
Basic Requirement, General Natural Resources Management and Biological Sciences Series, GS-0401:
A. Possess a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Have a combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Minimum Qualification Requirement, GS-11: In addition to meeting at least one of the Basic Requirements listed above, applicants must have specialized experience and/or education to meet the Minimum Qualifications for the Wild Horse and Burro Specialist, GS-11 grade level:
A. Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least 3 of the following: (1) Conducting wild horse ground based or aerial capture techniques, such as bait trapping, water trapping, drive trapping, roping, darting, etc.; (2) Utilizing a variety of care and handling techniques for wild horses or large animals including vaccinations, administration of fertility control, treatment of wounds or injuries, or other responses to animal health and welfare; (3) Conducting ground-based vegetation monitoring using a variety of sampling techniques including, line and point intercept methods, Daubenmire plots, photo points, or similar methods; (4) Compiling multi-faceted agreements utilizing a variety of rules, laws or regulations such as the National Environmental Policy Act (NEPA) to prepare NEPA documents; and (5) Interpreting multi-faceted resource management actions for program implementation.

B. Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

C. Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
