Duties

Serves as a procurement specialist for the Acquisition Services (AS) Directorate. Provides expert guidance on all acquisition and procurement policy and programs conducted with the University. Duties include but are not limited to the following: Participates in review of acquisition programs. Conducts in-depth reviews of requirement documents for conformance with regulatory requirements and procurement practices. Identifies weaknesses and develops corrective action plans by conducting root cause analysis. Provides advisory support to Acquisition Divisions when situations or problems arise as a result of changes in policy or regulation imposed by higher authority. Advises contracting officers, management, and customers on matters relating to the implementation and utilization of contracting policies and procedures. Develops tools, processes, and procedures to assist DAU Business Units in corrective action completion. Assesses and validates corrective actions and briefs senior leadership. Initiates, develops, and recommends procedures, guidance, and control for improved requirements packages. Establishes and maintains liaisons with strategic partnering contracting offices in order to provide timely information on emerging policies and requirements. Ascertains facts and obtains responses from appropriate activities for responses to inquiries from Congress, OSD, and senior leaders. Evaluates, develops, and recommends improvements in procurement planning, requirements development, and Government Purchase Card (GPC) policies, procedures, and instructions to management. Develops and maintains systems to evaluate, track and monitor procurement actions. Participates in internal management controls review and reporting for the AS Directorate. Develops and presents ASD proposed policies and directives changes to regulations, and/or decisions including any change or proposed revision to policies and procedures, to include analysis, evaluation and implementation of suggestions which impact the acquisition process. Provides training in the procurement and acquisition arena to DAU Business Units. Assist the Acquisition Services team and help coach others in the selection and application of appropriate problem-solving methods and techniques and provides advice on work methods, practices, and procedures. Reports to the supervisor periodically on work accomplishments problems, progress in mastering tasks and work processes, and individual and team training needs. Ensures the organization's strategic plan, mission and values are integrated into the AS program's strategies, goals, objectives, and work plans. Ensure cardholder purchases are in accordance with applicable policies and procedures for the GPC Program. and that prospective cardholders understands their purchase authority to acquire only items to support their program mission. Perform other duties as required.

  • The incumbent of this position may be required to work overtime, irregular shifts, and/or on the weekend.
  • Work may require travel away from the normal duty station on commercial aircraft.
  • Certification as a Contracting Professional is required within 36 months.

Qualifications

You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge in Specialized Experience: NH-03: QUALIFICATIONS: In order to qualify, you must meet the general education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions. SPECIALIZED EXPERIENCE: One (1) year of specialized experience at the next lower broadband, NH-02, equivalent to the next lower grade, GS-11 or equivalent, in other personnel pay systems including experience as follows: Demonstrated experience identifying and resolving complex contracting/procurement issues resulting in the establishment of processes and procedures for the most efficient and economical acquisition vehicles to obtain the desired acquisition outcome. Experience developing relationships with other contracting entities to be able to utilize their experience expertise, and existing contract vehicles. Experience developing processes and procedures for supporting procurement needs across a diverse organization. Experience using and managing the Government Purchase Card (GPC) program. Experience reviewing proposed contractual actions for conformance with regulatory requirements and procurement practices. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
