About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Fort Sam Houston, TX.
Duties
Track and maintain requirements, authorized and assigned workforce, and keep management informed of workforce authorizations issues.
Manage, review, monitor, and ensure input of all electronic Requests for Personnel Action (RPAs) for the RNEC.
Coordinate on matters concerning the organizational structure and utilization of manpower and resources.
Research and familiarize self with regulations, directives, policies, SOP, reports, organization and functions, prior study reports, statistics, and performance metrics and criteria, and other data pertinent to activity to be reviewed.
Perform research, develop data, and prepare letters, studies, reports and other miscellaneous material on a large variety of subjects relative to manpower management and various special projects.
Use initiative and judgment to determine the most appropriate management techniques to be used for each project and adapts research, analysis, study methods to the varying conditions of each study.
Collaborate with users, contracting staff and other agencies to determine the requirements and assist in the development of documents.
Manage acquisition packages from creation through the approval process to final contract award.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Selectee must obtain and maintain a Secret security clearance.
- Incumbent is required to possess a valid vehicle operator license to support unit/activity customer service support requirements.
- Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
- Required to perform 24 X 7 shift work in support of operational related mission/after duty hours on call/emergency requirements.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by coordinating with management to achieve an increase in effectiveness, efficiency, or economy of personnel operations; providing assistance to management on personnel management matters such as reassignments, realignments, etc; conducting manpower and resource analysis; and assisting in handling acquisition requests.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management or Business-related field.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
