The primary purpose of this position is to serve as the Direct Reporting Unit collateral Information Systems Security Manager responsible for planning, execution, and reporting of Information Assurance (IA) and Cyber Security disciplines for classified and unclassified Information Systems (IS) throughout the Air Force Operational Test and Evaluation Center (AFOTEC).
Duties
Manages application of cybersecurity policies for development of new systems.
Manages sustainment of cyber security accreditations for existing systems.
Manages application of modernization of cybersecurity policies for existing systems.
Coordinates application of associated security domains to ensure cybersecurity compliance.

- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
- Must be able to obtain and maintain a Top Secret Clearance.
- This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
- This position includes information assurance (IA) work as a paramount duty requirement. Incumbent must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification will result in removal from this position.

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes: Applying a wide range of IT and communication computer security techniques, requirements, methods, sources, and procedures; Implementing IT security requirements sufficient to develop and evaluate program documentation; Providing authoritative advice and assistance on complex, technical, controversial, and precedent setting matters to improve the IT security program; and Planning and coordinating the delivery of an IT security awareness training program for end users at all levels.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of the full range of IT security principles, concepts, methods, practices, products, and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
2. In-depth knowledge of IT INFOSEC security requirements for certification and accreditation, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for proposed or installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews.
3. Knowledge of Wide and Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry.
4. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications.
5. Ability to research, study and advise on Air Force special operations aircraft, programs, missions, and requirements in support of unit or staff assignments within Air Force or a Joint Operations environment; in the area of Communications and Information, Operations, Intelligence, or deployment on contingency operations.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
