This position is located at Bureau of Engraving and Printing, in the Testing Support Division. As a Development Testing Specialist, you will manage various types of programs in support of the Office of Product Development and the Office of Technology Development - ensuring that the activities are aligned with, and support the vision, strategic goals, organizational core values, annual action items, and performance measures of the Product Design and Development Directorate.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Development Testing Specialist, you will:
Provide expert advice and consultation to Project/Product Managers with development of print orders, job changes, and manufacturing orders to satisfy testing requests as approved.
Coordinate with the Development Testing Division and Manufacturing Directorate to establish testing requirements, prepare test plans through development of test delivery schedules for testing requirements, and coordinate the Testing Schedule with the Office of Security Printing.
Ensure all products, raw material, in process inventory and finished and/or instruments of reproduction used in the test/experiment are controlled and accounted for during testing as required by the approved security and accountability plans.
Advise Project/Product Managers at press during test runs; ensure the proper application of security seals on securities, record seal numbers on the seal register log, ensure completion of required documents maintained in the Project/Product Manager's folder.
Ensure quarterly physical inventories are properly planned, conducted, and documented in accordance with established physical inventory requirements for security items.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience is defined as experience:
Reviewing Print Orders/Order for Supplies and Services or Testing Work Orders prior to testing for completeness or accuracy; AND
Reviewing testing accountability source documents to ensure test work balances and identify discrepancies; AND
Investigating or researching findings related to compliance with security and accountability rules, policies, and procedures; AND
Performing physical inventories of securities in storage areas.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as experience:
Coordinating the destruction of test or production work; AND
Reviewing, identifying, and reporting issues related to compliance with security and accountability rules, policies, and procedures during development testing or production; AND
Performing physical inventories of securities in storage areas.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.
