You will serve as a Program Management Analyst in the Hopper Information Services Center, Contracts & Business Management Division of HOPPER GLOBAL COMMUNICATIONS CENTER.
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
Duties
You will generate reports for program managers and stakeholders to provide updates on progress, budget utilization, and risks.
You will analyze program data and prepare reports, including performance metrics, for senior management.
You will provide financial advice and recommendations to make informed decisions and control cost.
You will facilitate communication between various stakeholders, including team members, senior officials, internal and external partners.
You will serve as a liaison (COR/ACOR) between the contractor and the Contracting Officer (CO).
You will monitor contractor performance ensure terms and conditions of contracts are met.
You will monitor program budgets and expenses, track financial data, and assist in ensuring that programs remain within budgetary constraints.
You will assist in developing budgets and financial forecasts.
You will generate GPC procurements and prepare reports, track financial data and progress.
You will generate simplified acquisition procurement packages, track financial data.
You will perform program coordination for classified and unclassified IT support contracts activities that align with the program objectives.
Requirements

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

- This position requires a periodic polygraph examination.
- This position may requires a 2-Year DCIPS trial period requirement.
- This is a Management Analyst position and requires an understanding of FAR and DFAR disciplines. This position will require the standard DoD Contracting Officer's Representative (COR) Training.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12
grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: : 1) Identify resource requirements and translates into specific acquisition plans, taking into account project goals, acquisition methodologies and funding levels; 2) Perform a wide range of strategic management activities that extend to the entire organization and external agencies and includes Contracting Officer's Representative (COR)/Alternate COR; 3) Develop policies to govern contracting for information systems management and defining current and future business needs; 4) Provide solutions to often-complex IT Contract issues on a case-by-case basis, utilizing understanding of ONI's diverse business areas; 5) Perform contract administration and resource management utilizing an understanding of the requirements supporting the Hopper and other Centers within ONI with small and large IT Support within ONI's overall mission; 6) Perform program coordination duties for the Office of Naval Intelligence (ONI) Hopper Information Services Center (HISC) for both classified and unclassified IT Support contract efforts.
