Primary purpose: to serve as a senior Human Resources Specialist performing duties of administering a variety of civilian personnel programs for the Civilian Personnel Flight (FSC). Monitors an assigned segment of the activities as routinely assigned to the immediate office and within the Force Support Squadron (FSS) mission and functional responsibility.
Duties
Manages a variety of human resource activities and provides advisory services.
Provides senior level installation level human resource advisory services to management at all levels.
Partners with the AFSC organizations and other tenant organizations to ascertain skills imbalance, develop target recruitment strategies, forecasted needs.
Collaborates in strategically assessing return on investments of candidates and availability of candidates through recruitment avenues such as, but not limited to, colleges, universities, vocational or technical schools, etc.
Performs program evaluation of a full range of HR programs and develops and executes improvement/enhancement plans. Reviews current an proposed Office of Personnel Management (OPM), DoD, and AF directives and precedents for their applicability to HR functions across the command.
Prepares and delivers written reports, correspondence, and oral presentations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in applying a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices of the civilian personnel programs; knowledge of personnel safety, security and management, EEO regulations, procedures and practices, and Merit System principles and intent; evaluating critical program such as recruitment/retention/forecasting to ensure goals and objectives are being met and sustained; formulating plans of action, statistical data, and recommendations; techniques for developing new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients; consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations; and written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. . NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Advanced knowledge and understanding of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
Advanced knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs.
Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
Advanced skill in advising management on controversial, complex, and sensitive Human Resource matters that could encompass a wide variety of Civilian Personnel programs.
Advanced skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
