THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a PROJECT COORDINATION SPECIALIST (TITLE 5), Position Description Number T0043000 and is part of the IL MILPO, National Guard.
Duties
As a PROJECT COORDINATION SPECIALIST (TITLE 5), GS-0301-11, you will serve as the Project Coordination Specialist responsible for gathering, coordinating and analyzing data, developing plans, reports, providing analysis and recommendations on various one-of-a-kind and non-recurring projects/programs.
Coordinate with State ARNG/ANG Command staff, Directorates or Group Commanders and, NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions.
Monitor and analyze program/project progress, recommending changes based on findings as needed.
Develop all reports, briefings, and status of assigned projects/programs.
Arrange scheduling of appointments, meetings, briefings, and other commitments that have a directly effecting on future decisions and program direction.
Provide management information, advice, and assistance to the State ARNG/ANG Command staff, Directorates or Group Commanders on programs/projects assigned.
Analyze information and data; assess progress of programs, projects, and processes.
Use knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data.
Responsible for the work of assigned personnel.
Assign work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability.
Define and interpret governing policies, procedures and regulations.

- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

Qualifications

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
SPECIALIZED EXPERIENCE: You must possess at least one year of specialized experience equivalent to at least the next lower grade, GS-9, in the Federal service in the normal line of progression for the occupation Project Coordinator Specialist in the organization. Examples of specialized experience would typically include, but are not limited to analyze, coordinate and perform a variety of special projects/program assignments and studies, research current law, perform supervisory and managerial responsibilities, manage budget.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education to qualify for this position, applicants may also qualify on the basis of education as follows: To qualify based on education for the GS-11 level, you must have successfully completed a doctoral or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Combination of Specialized Experience and Education: You may meet the qualifications requirement for this position by combining your specialized experience and appropriate graduate level education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
