This position is part of the, The Privacy and Civil Liberties Oversight Board. The incumbent will be responsible for supporting financial management functions necessary for programs and activities of PCLOB.
Duties
Perform a wide variety of functions that include reviewing and recommending action on proposed obligations, compiling financial data for analysis, and preparation of budget and financial reports.
Assist in budget formulation, justification, execution, and resource planning.
Maintain a continuous review of the status of obligations, agency budget, and disbursements.
Review a variety of financial reports, analyze and validate financial data, and resolve accounting discrepancies in reported data.
Develop and maintain productive working relationships both internally and externally to facilitate completion of Inter-Agency Agreements, internal routing slips, and IPAC approvals.
Assist with processing travel vouchers and authorizations.
Independently investigate a variety of technical finance and accounting problems and/or situations and present recommendations of alternative actions, corrections, or solutions.
Other duties assigned by the Chief Financial Officer, as needed.
Qualifications
At the AD-00 level (GS-11 Grade Equivalency), you must meet the following qualification:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: participating in the development of a budget document that includes justification narratives, financial schedules and estimates of cost for payroll, materials, equipment, maintenance, procurement of services and other operating costs; monitoring the use and rate of expenditures of budget funds to ensure a steady funding throughout the fiscal year; reviewing financial reports and resolving discrepancies; and managing and coordinating Interagency Agreements (IAA) requirements to include: conducting analysis, planning, and executing all responsibilities associated with management of assigned General Terms and Conditions (GT&C) numbers and IAAs.; OR
B. A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position, OR
C. A combination of education and experience as listed above.
