The Program Specialist is a member of the cardiology section under the Chief of Service located at the Lt. Col Luke Weathers Jr. Memphis VA Medical center and serves as a focal resource person responsible for providing administrative coordination in the development, implementation, evaluation, interpretation, revision, and necessary corrective action of all applicable administrative policies.

Duties

As a Program Specialist assigned to cardiology services, you will be responsible for providing support to the Chief of Service and Section Chiefs within the service, which includes analytical support and management services essential to the direction of the organization. The major duties and responsibilities include but are not limited to: Research and/or analyzes problems, issues, or program requirements. Serves as the Contract Officer Representative for clinical personnel contracts. sharing agreements, intergovernmental personnel act (IPA) agreements, and Memoranda of Understanding (MOU). Establishes and maintains/monitors an annual budget for all fee basis appointments under appropriate rules, regulations, and guidelines. Independently completes a manual and electronic audit of Part-Time Physician (PTP) on duty during scheduled hours. Independently establishes and maintains a suspense log for the Service and ensures timely updating of all service responsible medical center policies (MCP) and standard operating procedures (SOP). Serves as a customer service liaison for the service providing service recovery to Veterans, their family members, and employees as the situations arise. Serves as alternate as timekeeper, Records Management Liaison, Automated Data Processing Application Coordinator (ADPAC) and PIV Manager/Sponsor for the Service. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday (8:00 - 4:30p) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations. Knowledge of VHA and VA policies and regulations that apply to the service and/or ability to locate, comprehend, and apply necessary policies and regulations. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Ability to use qualitative and quantitative analytical techniques. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed graduate level education in an accredited college or university that leads to a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) . OR, Combination: Combination of successfully completed graduate level education and specialized experience, as described above, to meet the total requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work?
