The incumbent serves as an Associate Deputy Administrator of the Cotton and Tobacco Program. The Program administers marketing services, expansion of market outlets, research and promotion activities, regulatory, and other related programs for cotton, cottonseed, and cotton products. They share with the Deputy Administrator, full delegation of responsibility for overall planning, coordinating, and directing of programs.
Duties
The duties may include, but are not limited to:
Participates in developing, recommending, and supporting AMS’ broad missions, goals, and policies oriented to the Nation’s agricultural requirements.
Representing the agency in establishing and maintaining relationships with producer, trade, governmental, and related groups for the purpose of furnishing technical information.
Provides leadership and direction in evaluating the effectiveness of program operations and research in terms of adherence to operating plans and time schedules.
Provides for the allocation, control and efficient use of resources (funds, personnel, and property) assigned to the Cotton and Tobacco Program.
Assists with oversight and management of the program’s engineering staff.
Provides oversight and management of the program’s recruitment efforts in order to maintain a sufficient workforce.
Assists with oversight and management of the program’s safety program to ensure that all Cotton and Tobacco Program offices maintain a safe and healthy work environment for employees.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience in planning and developing overall objectives, policies, and procedures for broad goal-oriented operational programs.
Provides executive direction essential to implementing program and policy objectives involving difficult and important decisions and determinations regarding the conduct, coordination, and integration of programs conducted by the various organizational segments under this or the incumbent's direction.
Representing the agency in establishing and maintaining relationships with producer, trade, governmental, and related groups for the purpose of furnishing technical information; obtaining policy and program recommendations and promoting harmonious relations and cooperation with these groups.
Provides leadership and direction in evaluating the effectiveness of program operations and research in terms of adherence to operating plans and time schedules, the maximum utilization of resources, the qualitative value of the end product, or results, as measured by the planned objective sand cooperative relationships.
Provides for the allocation, control and efficient use of resources (funds, personnel, and property).
Note: There is no education substitution for this grade level.
