This position is located in the Veterans Health Administration (VHA) national program Office of Integrity (OIC). The incumbent will report to either the Chief Compliance (OIC) or the Director, Planning and Operations. OIC establishes national standards for integrity and compliance in health care and promotes those standards through policy, programs, data and information systems, education, guidance, tools and evaluation.

Duties

Please note that this is a temporary appointment that could end prior to the not-to-exceed or could result into permanent appointment, Duties include but are not limited to: The incumbent manages administrative and operational functions as set forth below required by the program office. The incumbent is an experienced government and VHA administrator who has hands-on expertise in all areas of VHA administration, operations and management, including personnel administration and management and employee relations, government contracting, financial and budget management, resource management, quality management, records and information management, data privacy, IT operations and support, travel management, strategic planning, organizational design and field operations. Participates fully with the CCO in problem resolution and decisions on HR issues and administration, program development, realignment, restructuring, manpower use, organizational structure, and other health care management activities. The incumbent serves as the primary link between the CCO's office and the various offices engaged in administrative and operational functions within the Veterans Health Administration (VHA), and the Department of Veterans Affairs (VA). Participates actively with the CCO, Deputy CCO and the OIC executive leadership team and key staff in administrative, human resources and other related operational planning, policy and decision making. Participate in decision-making process as a member of management team; with the responsibility for monitoring issues and for developing and presenting information and guidance to effect open communication, coordinated efforts and the establishment of comprehensive practices and policies governing VHA-wide administrative and operational practices. Function as a consultant and confidential advisor to the CCO and OIC leadership team on administrative policy, planning, organization, management, contracting, budgeting, and technical matters of exceptional difficulty. Act for the CCO in areas designated by the CCO and not requiring professional compliance subject matter expertise. Supervise and assign the work of various administrative and operational professional staff, as designated by the CCO. Work Schedule: Monday-Friday, 0800-1630 Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-14 Qualifications Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. NOTE: To be minimally qualified for this position, you must meet 5 of the 7 examples of specialized experience listed below. Specialized experience is: Advise the CCO and key officials on the coordination, uses and limitations of the array of available administrative management techniques and the probable consequences of possible choices and decisions. Assist in decision-making process as a member of management team; with the responsibility for monitoring issues and for developing and presenting information and guidance to effect open communication, coordinated efforts and the establishment of comprehensive practices and policies governing VHA-wide administrative and operational practices. Function as a consultant and confidential advisor to the CCOO and OIC leadership team on administrative policy, planning, organization, management, contracting, budgeting, and complex matters. Lead and assist the day-to-day functions to ensure organizational components run smoothly. This includes human resource (HR) management matters, supply and procurement, government contracting, information technology (IT) support, budget and spend plan development, oversight and management, space needs, establishing meeting schedules and scheduling briefings on key issues, suspense, and control systems, etc. Provides technical and administrative guidance to a unit of administrative support staff. Assist in leading and/or facilitating interdisciplinary teams/groups in order to identify, analyze and resolve administrative and/or operational process issues. Participates in department-wide studies that could involve organizational planning and staffing, and makes recommendations or changes in, and deviations from, approved organizational patterns. You will be rated on the following Competencies for this position: Administrative and Management Customer Service Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary: most work is accomplished while seated at a desk or computer. Some standing, bending, carrying, and walking to other locations within the facility are necessary. Travel for site visits, national meetings, or program planning are occasionally necessary.
