The primary purpose of this position is to serve as the military Human Resources Specialist at a Combatant Command managing a wide range of human resources management (HRM) areas such as joint officer and enlisted promotions, evaluations, command opportunities & selections, development team and Special Duty Selection processes, adverse actions and other special programs.
Duties
Responsible for developing policy, planning and execution of USSTRATCOM and NSS Officer Management Level Reviews (Command Promotion Review Boards) for promotion to captain through colonel
Responsible for all enlisted promotion programs to include fully qualified Airmen promotions, Senior Airman Below-the-Zone promotions, Stripes for Exceptional Performers, Weighted Airman testing and Promotions programs, Developmental Special Duty (DSD), Enlisted Force Distribution Process and senior non-commissioned officer testing and promotion programs
Leads special products and programs to include complex adverse actions
Exercises supervisory personnel management responsibilities
Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with command supervisors, customers, co-workers, and outside agencies and conducts or attends conferences as a representative of the command

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and skill in applying, laws, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls to conduct Officer Promotion Boards. Knowledge of military promotion programs sufficient to design and conduct analysis of Officer Promotion Boards and how they are conducted. Ensures all regulatory, laws and regulations are followed ensuring highest integrity levels. Knowledge of qualitative and quantitative methods and techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex and/or interrelated HR problems and issues and for the assessment and improvement of critical command HR plans and programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of military personnel programs, concepts, rules, procedures, precedents and regulations, sufficient to solve a wide range of interrelated human resources management problems and administer military personnel programs.
Extensive knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative, protocol, policies and procedures.
In-depth knowledge of the military personnel automated system, statistics, basic arithmetic, and of various office automation software programs, tools, and techniques to support office operations, produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs and ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems.
Ability to gather, assemble, and analyze HR programs, facts, measure compliance, draw conclusions, and devise solutions and make recommendations for improving human resource management programs.
Skill in problem solving and conflict resolution techniques sufficient to again cooperation from others through tact, courtesy, and diplomacy.
Skill to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
