The individual for this position serves as the Program Analyst for the Social Work Service Line at the Corporal Michael J. Crescenz VA Medical Center, under the general supervision of the Assistant Chief of Social Work Service. The overall purpose is to provide direct organizational wide support for administrative, analytical, and evaluative management services essential to the principal mission and operation of the Service line and in alignment with established CMCVAMC facility goals.
Duties
The incumbent provides analytical, planning, and evaluative oversight for a variety of data programs (i.e., performance improvement and measurement reporting, workload reporting, manpower utilization, Strategic Analytics for Improvement and Learning (SAIL), Hospital Compare, HEDIS, StAT, VERA, mail merges, revenue reporting, dashboard management, and special projects as required). In this complex environment, the individual will require excellent understanding and interpretation of the various databases and its varied constituents which include internal users, external users, and developers.
Major duties and responsibilities include but are not limited to:
Assignments involve determining the nature and extent of data needs as they relate to organizational improvement and develop approaches best suited to meeting those needs. Refines the methods and techniques to be used for accessing, displaying, and analyzing the Data, and to bridge the gap between the user community in a very broad multi-database environment.
Collects and analyzes data/information from various sources to develop standard and custom reports based on requestors requirements; and, to provide strategic recommendations for improving systems and processes based on data analysis.
Generate and maintain clinical, administrative, and statistical reports to be run on a periodic basis understanding clinical and business processes as "word problems" and transferring them to actionable data analysis opportunities.
Serves as subject matter expert and staff point of contact for performance data including SAIL, HOMES, NEPEC, VSSC, BISL, and Pyramid Analytics. Provides technical assistance to organization programs regarding data/information collection, evaluation, completeness and accuracy, and report development, and to assist in correcting deficiencies in these areas.
Performing thorough and accurate data management and analysis on large-scale assessment data, according to industry standards and within agreed upon deadlines. Creating and conducting quality control checks on data, from initial delivery to final analysis.
Developing new methods and techniques when necessary to capture and display data and designs and implements analysis procedures for generating reports.
Assists explaining data/information anomalies identified by any portion of the organization to either answer questions or direct critical business issue to the appropriate programs or work teams.
Collects data/information from a wide variety of sources, both automated and in print, analyzes information and disseminates it in answer to specific inquiries from a variety of sources. Responds to requests for information concerning organizational practices or processes in specific areas.
Providing strategic recommendations for improving systems and processes based on data analysis.
The incumbent will work closely with all Social Work Service leadership to compile and ensure quality completion of documentation for procurement packages submitted.
The incumbent is trained to serve as backup to the Administrative Officer, to include administration, planning, program management, and financial/resource management to the Social Work Service.
Performs other related duties as assigned.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position, you must have served 52 weeks at a GS-07 position . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
To qualify for this position at the GS-07 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience includes knowledge and use of clinical software packages; prepares reports and presents information effectively; performs data analysis, to include collecting, evaluating, and synthesizing data; and assisting with evaluating and recommending operational process changes.

Education: One (1) full year of successfully completed graduate level education or superior academic achievement, if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Superior Academic Achievement (SAA): SAA at the baccalaureate level in the coursework detailed above is fully qualifying. Applicants who wish to apply under this provision must submit proof from their educational institution that they meet one of the criteria listed below. To qualify for Special Advancement for Achievement (SAA), applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for the position to be filled and meet one of the following:
Rank in the upper one-third of your class in the college, university, or major subdivision.
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study.
· A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study.
Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education beyond a bachelor's degree may be used to qualify applicants for the GS-07 level. To qualify for this position at the GS-09 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience includes knowledge of automation and software systems and options that affect clinical practice; performs data analysis, to include collecting, evaluating, and synthesizing data; assisting in process improvement projects; provide communication channels to clinical and business teams to support deployment, sustainment, and optimize efforts; and preparing reports and graphical presentations of data.

Education: Successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
