This Full-time position is at the Kingston Pike VA Clinic, which is a part of the Mountain Home VA Healthcare System, located in Knoxville, Tennessee. The incumbent will serve as the Program Support Assistant to the Chief of Dental Service and will also provide administrative and clerical support, for the Dental Clinic.
Duties
INTRODUCTION
The incumbent serves as the Program Support Assistant to the Veterans Integrated Service Network 9 (VISN 9) of the Veterans Health Administration. The Department of Veterans Affairs (VA) MidSouth Healthcare Network (VISN 9) is an integrated health care delivery system comprised of five complexity Level-1 Joint Commission accredited medical centers, fifty Community Based Outpatient Clinic, and three Community Living Centers that serve more than 365,000 enrolled Veterans residing in Kentucky, Tennessee, and parts of Indiana, Virginia, Georgia, Arkansas, and Mississippi.
VISN 9 delivers health care services through a network of community-based and home care services, linked access points, medical centers and clinics. VISN programs are coordinated with those of other VISNs located throughout the county. A Headquarters in Washington, DC, provides policy development and support to VISN operations.
Staff assistants acts as liaison and handles communication with many individuals, organizations and groups to assure coordination of services and ongoing communication with key internal and external stakeholders. Interface is also provided with consumers, academic affiliations, Veterans service organizations, Headquarters staff offices, Congressional members, Veterans Affairs committee staff and others influencing, or influenced by, the VISN.
MAJOR DUTIES AND RESPONSIBILITIES
This position is aligned and established under the Chief, Dental Service, who is aligned under and reports to the Chief of Staff, at James H. Quillen VA Medical Center (JHQVAMC) - a complexity level 1c facility. The primary purpose of this position is to serve as the principal Program Support Assistant to the Section Chief, Knoxville Dental Clinic, to whom the Incumbent will directly report. In addition, the Incumbent will provide administrative
assistance to the Supervisory Dental Assistant and Administrative Officer (AO). The Incumbent serves as the primary liaison between the staff and the customers who are affiliated with the Knoxville Dental Clinic during administrative hours. The customers include the full-time Dentists, Dental Hygienists, Dental Assistants, Dental Lab Technicians, this medical center and nationally, vendors, and Veterans and their families. Based on a good working knowledge of the program, Incumbent assists the Section Chief, Knoxville Dental Clinic, Chief, Dental Service, Assistant Chief, Dental Service, and the AO with administrative duties required to ensure efficiency within Dental Service.
Other duties to include but not limited to the following:
Incumbent provides a wide range of administrative support and performs the full range of routine assignments, with a high level of independence, and minimal supervision.
Based on knowledge of the Leadership member's views, preferences, and policies, provides accurate and timely advice on procedures, reports, requirements, and other matters necessary to implement the office policies, directives, and instructions.
Receives, screens and manages office calls, email, visitors, and correspondence.
Incumbent may serve as Primary or alternate Timekeeper.
When necessary, incumbent declines invitations to meetings, etc., arranges for representation by a subordinate and also attends routine meetings, as required.
Reviews incoming correspondence, determines necessary action, routes and tracks items, and follows up on requests that can be handled personally. Brings significant items to the Leadership member's attention, from verbal or written instructions composes letters or memos for the supervisor or other appropriate signature.
Screens publications, directives, and periodicals; and brings issues of significance to the Leadership member's attention.
Reviews all outgoing correspondence, documents, and reports and corrects them to ensure proper format, grammar, and conformance with established policy.
Conducts substantive review of all correspondence for the signature or concurrence of the Leadership member. Ensures that the style and tone is that is preferred by the Leadership member and all issues have been covered appropriately.
Exercises analytical ability sufficient to conduct comparative studies aimed at determining the effectiveness of a wide range of forms, records, files, management processes, management information system/office automation and the applicability of higher-level directives to the activity.
Utilizes software to establish, manage, and maintain clinics within the Medical Center and track workload data capture.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements: The work is primarily sedentary in an office setting where only light physical exertion is required. Physical dexterity is required in the operation of a personal computer, calculator, and copy/fax/scanning machines. Must be able to concentrate for long periods; performs numerous tasks at one time; maintains accuracy and concentration during frequent interruptions. Must be able to perform work in a high stress environment. Work is performed in an office environment with adequate light, heat/cooling and ventilation.
