The incumbent uses their knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Supports Fiscal Services by preparing, justifying, and/or administering the budget for program area; planning, administering, and monitoring expenditures to ensure cost-effective support of programs and policies.

Duties

Major Duties include but are not limited to: Serves as the key official in providing financial services to a large, complex medical center, which provides acute and subacute care, domiciliary care, long term care at a community living center, outpatient care and includes 6 CBOCs. Ensures effective financial management to support the fundamental mission of the medical facility. Responsible for distribution of funds to various FCPs, analyzing actual expenditures as compared to the operating plan and making projections to indicate any needed adjustments. Responsible for various types of funds and multiple year funds as well as types of funding which will require reprogramming, or movement of funds, several times per year (due to patient workload) and the incumbent has the authority to withdraw funds from one service and utilize it more effectively in another. Reviews all components of the VERA methodology used to distribute the operating budgets to the VISN and the MCAS from the VISN to the facility based on the facility's requested budget and total amount of funding received. Conducts analyses to develop required data and information for reporting purposes. Understanding of quantitative relationships between program plans and budgetary data in related forms to adjust data to reflect changes in the funds available due to unexpected or less than expected obligations and expenditures. Presentation skills for communicating orally and in writing to obtain and provide information related to budget matters. Preform a preliminary analysis using past trends and recent data to receive, screen, recommend and approve an annual budget estimate. You may qualify based on your experience and/or education as described below: Basic requirements for both GS-09 and GS-11 you must possess: 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. AND Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization and ability to identify, analyze, and resolve a range of budgetary problems, including: the formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements may change to the extent that substantial re-budgeting is required on an on-going basis; the development and administration of budget execution subject to fluctuating funding requirements and changing demands for services which necessitate budgetary reprogramming throughout the fiscal year; and the development of alternative methods of funding. Skill in analytical reasoning, the ability to apply that skill to the identification, analysis, and conceptualization of budgetary programs, and the development of alternative solutions involving the resolution of conflicting goals and objectives (e.g., increasing workload coupled with decreasing availability of funds for salaries, supplies and equipment). Skill in using a personal computer for spreadsheet applications. Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in order to qualify for the GS-11 in the normal line of progression for the occupation in the organization and knowledge and understanding of VA budgetary policies, precedent setting decisions, procedures, and regulations issued by the VA, and the Medical Center to assure that budget estimates and submissions conform to requirements, guidelines and financial objectives. Ability to identify, analyze, and resolve a range of budgetary problems, including: the formulation of budget estimates for programs in which objectives, work processes, staffing needs, and funding requirements may change to the extent that substantial re-budgeting is required on an on-going basis; the development and administration of budget execution subject to fluctuating funding requirements and changing demands for services which necessitate budgetary reprogramming throughout the fiscal year; and the development of alternative methods of funding. Knowledge of the goals, objectives, workforce composition, work methods, and functions of research, which are sufficient to enable determination of whether requests for funding and expenditures are proper, necessary and timely. Knowledge of the VA accounting system and related documents in order to locate and analyze data pertaining to the budgets for the various programs. Skill in analytical reasoning, the ability to apply that skill to the identification, analysis, and conceptualization of budgetary programs, and the development of alternative solutions involving the resolution of conflicting goals and objectives (e.g., increasing workload coupled with decreasing availability of funds for salaries, supplies and equipment). Skill and knowledge in using a personal computer for budget related spreadsheet applications.
