VISN 10, Fiscal Service, the incumbent reports directly to the Assistant Fiscal Officer and supervises a staff of six. The position is responsible of establishing/maintaining complex integrated system of financial data/services over facility operations, including budgeting, work/cost analysis, improving inefficiencies using OPES, BOOT, 830 Report, etc., assisting with Payroll duties as necessary, and actively participating in the overall planning, managerial financial analysis, and reporting.
Duties
Duties include but are not limited to:
Directs, coordinates, and oversees work of top management staff within the Budget Management Staff including Cost Accounting and Budgeting.
Meets with the VISN CFO, Medical Center Director, Associate Director, Chief of Staff, Service Line Managers, Service Chiefs, and other top management officials to keep them abreast of the financial operations of the medical center.
Assures reasonable equity of performance standards and rating techniques developed by subordinates.
Provides direction and financial service to a large, complex medical center, which serves a Domiciliary, Community Living Center (Nursing Home), Outpatient Clinic and six Community Based Outpatient Clinics with annual resources of approximately $800,000,000 of a Level 1 Complexity Health Center.
Makes decisions on work problems presented by subordinates supervised such as one GS12 Lead Budget Analyst, one GS 11 Systems and Procedures Analyst, three GS 11 Budget Analysts and one GS 9 Budget Analyst.
Make selections for all subordinate positions.
Assists the AFO and CFO in selections for supervisory positions.
Hears and resolves group grievances or service employee complaints with the Budget Management.
Reviews and recommends serious disciplinary actions (e.g. suspensions) involving non-supervisory subordinates.
Makes decisions on nonroutine, costly or controversial training needs, and training requests related to employees within Fiscal Service
Approves expenses comparable to within grade increases, extensive overtime, and employee travel.
Recommends awards or bonuses for nonsupervisory personnel and changes in position classification.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to promote team building or improve business financial practices.
Acts as the AFO in their absence and may act as CFO if both AFO and CFO are absent.
Incumbent oversees a work unit of 6 subordinates ranging from GS-9 to GS-12.
Work Schedule: Monday - Friday, 8:00AM to 4:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
General Experience: General experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
Plan and organize work; AND
Communicate effectively orally and in writing.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience for this position include but is not limited to: must have complete knowledge of budgeting and accounting principles, systems and techniques. Must have skills in coordination and integration of several very important and complex financial programs such as Financial Management System (FMS), IFCAP, VSSC, FRS, G-Invoicing, Concur Travel System, IFAMs, etc, and some knowledge of DCPS and Paid systems. Incumbent needs to have exceptional coordination and integration of numbers of very important and complex financial segments of a professional budget officer and the ability to make decisions and actions which would have a direct and substantial effect of the programs the medical center manages.
