The position is located at the Rocky Mountain Regional VA Medical Center, Well-Being Program within Organizational Development and Education (OD&E). The incumbent performs highly complex administrative duties relevant to the Well-Being Program functionality, development evaluation, and data system management. Manages administrative elements to include clerical work, planning, coordinating, executing, and evaluating Employee Engagement, Diversity and Inclusion and other educational opportunities.

Duties

Major duties include, but are not limited to: Types Education program documents, such as reports, committee minutes, correspondence, memoranda, requisitions, procedures, and policies. Aids with the following duties: developing, updating, and implementing internal procedures, training plans, course materials, and methods and recommending new training sources for an organization that is either large or multi-missioned or one whose mission is highly dynamic, rapidly changing, and whose training needs are especially urgent. Provides logistical support for training programs with a large diverse course inventory. Supports multiple training sites, numerous instructors and contractors, and a large inventory of materials and equipment. Researches, coordinates, and procures available vendors, purchase orders, and contracts utilizing existing national and local policies. Ensures that resources are properly coordinated to support the duties of the Education and Learning Resources Service and the educational mission of the VA Eastern Colorado Health Care System. Assists in the preparation of the written materials and/or coordinates in appropriate outreach and marketing activities as assigned. Responsible for establishing and maintaining records for these fund control points to maintain control of an annual budget. Assists with reviewing and updating position descriptions and performance standards for all positions under Well-Being or as required due to changes from within or outside the service. Serves as Information Manager for the Education and Learning Resources Service. Maintains the necessary training and expertise to handle all requests related to Electronic Permission Access System (EPAS), Personal Identification Verification (PIC), and Veterans Health Information Systems and Technology (VistA). Assists with providing employee compliance reports. Sets the tone for perception concerning quality of healthcare services at VA Eastern Colorado Health Care System. Reviews outgoing correspondence from the Education and Learning Resources office for compliance with information, format, appearance, accuracy, grammatical errors, procedural correctness, and required attachments. Performs duties in practical and technical aspects of office administration including supply management, purchasing, personnel administration, and file management by performing staff support and/or direction in the Education and Learning Resources service. Tracks financial, personnel, supply, and other administrative transactions as the documentation flows through the service in both electronic and paper form. Prepares pivot tables and charts utilizing data collected. Utilizes data reporting web sites such as Pyramid Analytics, and others. Assists with building spreadsheets using data extracted from computer programs. Applies knowledge in utilization of Access database, or other database software, and spreadsheet, word processing, and presentation software (such as: Microsoft Excel, Word, and PowerPoint). Assists with organizing and preparing reports, findings, and recommendations to Chief and other leadership in a clear and logical manner. Performs other related duties as assigned. Work Schedule: 7:30 am to 4:00 pm, Monday through Friday Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience (GS-06): You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Answering and screening calls to resolve issues; answering multi-step questions that do not require clinical knowledge; taking messages or transferring calls to appropriate staff; assuring phone coverage when away from desk; identifying and recommending ways of improving procedures and processes for the service; preparing and providing responses or information by utilizing SharePoint sites and health care system internet; registering participants and making any travel arrangements; tracking financial, personnel, supply, and other administrative transactions in both electronic and paper form; handling technical requests related to electronic systems used by staff, such as Electronic Permission Access System (EPAS), Personal Identification Verification (PIC), and Veterans Health Information Systems and Technology (VistA); performing timekeeping as needed and teaching/training new employees on how to use timekeeping system; assisting with collecting, compiling, tracking, and validating of data to ensure programmatic information systems are in place and functioning; applying knowledge in utilization of database software in performing work duties, spreadsheet, word processing, and presentation software (such as: Microsoft Access, Excel, Word, and PowerPoint); providing administrative support to the staff within the section and assisting the program with outreach and education; communicating routinely on pertinent data and training needs to the service leadership. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment on their resume. You will be rated on the following Competencies for this position: Customer Service (Clerical/Technical)Database Management SystemsInterpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This work is mostly sedentary and may involve long periods of sitting or standing. However, there may be some walking, standing, bending, carrying of light items such as paper, books, etc. No specific physical demands are required to perform the work.
