The Management & Program Assistant (Analysis) is located in the Associate Director of Patient Care Services (ADPCS) department of Nursing Business Operations Service at the Tennessee Valley Health Care System (TVHS). To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/09/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to meeting the time-in-grade requirement, applicants must also have the following specialized experience: SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Reviewing policies, directives survey standards, and regulatory requirements. Analyzing data by reviewing and reporting statistics. Preparing correspondence for internal and external distribution. Generating and reviewing reports. Preparing oral presentations and written reports to present statistics and other data. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Also, if any positions held are/were in the federal government, the GS-level of each position must be listed to receive credit. ***The preferred candidate will have experience using systems such as Acustaf and VATAS. PHYSICAL REQUIREMENTS: This position requires mobility within the TVHS environment. The position requires that the incumbent work at the Nashville campus and occasionally both campuses when necessary to collaborate with other TVHS staff on projects. The position may require flexible duty hours to accomplish program objectives.
