The Management & Program Assistant (Analysis) is located in the Associate Director of Patient Care Services (ADPCS) department of Nursing Business Operations Service at the Tennessee Valley Health Care System (TVHS). The incumbent will provide analytical and administrative support to the Chief Nurse of Business Operations. ***DUTY STATION DETERMINED UPON SELECTION - Murfreesboro or Nashville, TN*****

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title V position prior to moving to another position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to meeting the time-in-grade requirement, applicants must also have the following specialized experience: SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: researching and interpreting policies, directives survey standards, and regulatory requirements; analyzing data by reviewing and reporting workload statistics and program functions; preparing correspondence for internal and external distribution; managing service line budgets, fund control points, and contracts; and preparing oral presentations and written reports to present statistics and other data. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ***The preferred candidate will have experience using systems such as Acustaf and VATAS. You will be rated on the following Competencies for this position: Administration and ManagementDatabase Management SystemsOral CommunicationTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: This position requires mobility within the TVHS environment. The position requires that the incumbent work at the Nashville campus and occasionally both campuses when necessary to collaborate with other TVHS staff on projects. The position may require flexible duty hours to accomplish program objectives.
