The Program Assistant serves as a full-time staff member within the Whole Health Management team at the Tennessee Valley Health Care System (TVHS). The incumbent is responsible for a variety of administrative and clerical program support work essential to the management and function of the Whole Health Program.

Duties

The Program Management Assistant will work closely with all Whole Health staff in providing a wide variety of administrative and clerical support as necessary, including; providing public contact support by receiving telephone calls and visitors from elements in the department, staff offices, and the general public; processing incoming and outgoing mail and other materials; and maintains records of correspondence as well as the lock files room and other files and filing systems and associated logs. Composes and types documents and uses various office automation equipment with a variety of software programs such as Word, Excel, and PowerPoint to prepare reports, charts, briefings, workload reports, and a variety of correspondence. Reads, interprets, and analyzes correspondence, regulations, and data to extract appropriate information from them and to assemble and summarize information from files and records to create a variety of reports. Uses quantitively and qualitative analysis to determine effectiveness of programs elements. Serves as the timekeeper for the Whole Health Program to ensure timecards are posted accurately and timely, and is responsible for coordinating any travel arrangements and preparing itinerary or associated travel voucher forms for the Whole Health staff as necessary. Work Schedule: Monday-Friday, 7:00am-3:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/16/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Examples of appropriate SF-50s include: Within grade increases at the highest grade held; or Promotions with an effective date more than one year old; or SF-50s at the highest grade held with an effective date more than one year old. In addition to meeting the time-in-grade requirement, applicants must meet the specialized experience. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience assisting with data entry and reports retrieval to support technical activities of the service programs. Provide quality customer service to Veterans, staff and external stakeholders and routing incoming phone calls to appropriate staff. Collect, compile, and/or track data and statistical information; prepare, execute, and/or track program specific information; and utilize software applications to draw information to prepare/assist in the preparations of reports. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Also, if any positions held are/were in the federal government, the GS-level of each position must be listed to receive credit. Physical Requirements: The work is primarily sedentary, although some walking, bending, and light lifting may be required.
