The position is telework eligible consistent with the Agency’s telework and remote work program policy. This position is with the Office of Planning, Evaluation and Policy Development, Office of Budget Service Special Education Rehabilitation Research and Postsecondary Analysis Division (SERRAPAD). The division of SERRAPAD is responsible for producing work products and services, achieving timely delivery of quality work, meeting program/production goals, and achieving results/outcomes.

Qualifications
Minimum Qualification Requirements:
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
Experience working with the development, justification, and presentation of proposed Federal agency budgets.
Experience in the selection and application of appropriate problem-solving methods and techniques for providing advice on work methods.
Experience analyzing regulatory actions, program's effectiveness and proposals to streamline administrative activities and operations.
Knowledge, Skills, and Abilities (KSAs):
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).
Knowledge of the Department and the Federal budget process, and all associated policies, directives, procedures, and regulations.
Knowledge of Federal and agency regulations; division programs and missions; pertinent laws, regulations, and policies related to program/operations area to analyze their impact on program.
Knowledge of qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of Federal education programs.
Knowledge of organization and systems processes sufficient to resolve long-standing problems, balance conflicting program interests, and depart from previous approaches.
Skill in leading a diverse team of management and program analysts.
