This position is located in the Office of Intelligence and Counterintelligence (IN) who provides independent authoritative cybersecurity guidance, management services, advice, and recommendations to Department of Energy (DOE) leadership and as appropriate, to officials of other Federal agencies and DOE stakeholder organizations whose work requires their use of or interface with DOE Information Technology systems.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-15, IT Cybersecurity Specialist (CYBERMGT), you will: Oversee the day-to-day operations of Information Assurance personnel, which includes interacting with Information System Security Managers (ISSM) at the Field Intelligence Element (FIE) components at the National Labs. Represent the Chief Information Security Officer with other Federal Agency and Community working groups when it comes to Risk Management Framework (RMF) or Information Assurance policies and procedures. Maintain Situational Awareness of Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN) accredited networks and ongoing operations being conducted. Communicate with other elements to ensure all architectural artifacts and baseline operations and configurations are evaluated for risk through the RMF and Configuration Management process. Provide senior officials within the organization, notification that the risk level of all systems are maintained at acceptable levels.

Requirements

  • May be required to successfully complete a 1-year tiral period.
  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-13 level in the Federal service. Specialized experience for this position is defined as: Provide task management input on contract supporting Risk Management Framework (RMF) and compliance. Conduct trade off analyses of products for clients to determine most advantageous security solutions. Brief senior leadership on the state of network accreditations and security compliance. Provide assistance on special projects as assigned to meet mission obligations. In addition to the above, individuals must have IT-related experience demonstrating each of the four competencies listed below. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
