The primary purpose of this position is: To serve as a senior Information Technology (IT) Specialist with responsibility for managing and providing planning, directing, organizing, and exercising control over programs/ projects of 561 Network Operations Squadron. This includes the planning, analysis, acquisition of systems used for the transmission of information in voice, data, and/or video formats.

Duties

Plans, organizes, and oversees the operational activities of the 561 Network Operations Squadron. As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems. Keeps abreast of emerging technology to predict future network needs. As a senior IT specialist, participates in management discussions, meetings, committees, or special projects. Leads Operations Controllers, Network Defenders, Event Managers and all other AFIN Core Service team members.

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP)

  • Shift work and emergency overtime may be required. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments within or outside CONUS

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the 12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. AND EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a wide range of IT principles, concepts, and methods for integrating information network components sufficient to plan, coordinate, and administer computer network and optimize network performance; knowledge of communication methods, principles, and concepts that support the network infrastructure; knowledge of a full range of network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of network operating and maintenance concepts and methods to troubleshoot network problems; and Knowledge of information technology (IT) security principles and methods (e.g., firewalls, demilitarized zones, encryption); safety and security regulations, practices, and procedures; security practices for ensuring the safeguarding of classified information. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. 2. Knowledge of communications transmission, protocols (including TCP/IP), and network systems' operational capability and functionality to perform as a telecommunications/network systems manager. Knowledge of Internet technology and the Internet. Understanding of the structure of the Internet, security issues of data transmission and the OSI model. 3. Knowledge of operations, integration, interaction, installation, configuration and support of how Microsoft operating systems and application products interact on a network. Can install and configure these products and applications optimally for use in the network. Fully understand and can implement and configure DSN, DHCP, WINS, ATM, and network infrastructure (e.g. switches, routers, firewalls, proxies, etc.) 4. Knowledge of safety and security regulations, practices, and procedures. 5. Skill in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; maintain an up-to-date awareness of technological advances and predict how management can meet future requirements. 7. Ability to communicate both orally and in writing; gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
