This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as the primary technical advisor on all budgetary analysis and execution matters for U.S. Military Academy (USMA) and subordinate activities.
Coordinate directly with Army Budget Office in preparation of annual Funding Letter targets and adjustments, preparation of obligation plans, and development and execution of mid-year review and year-end requirements.
Oversee fiscal and financial management planning and execution of multiple appropriations.
Develop policy, guidelines, and procedures for use by subordinate activities and as well as headquarters staff of USMA, to ensure funds management is proper.
Review, edit, and consolidate budgets for serviced activities and programs into a consolidated budget request.
Advise directors and managers on the preparation of detailed budget estimates, justification statements, and budget execution plans.
Prepare or edit narrative justifications for projected funding needs and ensure requested data and information is concisely and accurately organized, compiled, and presented in a timely manner.
Monitor the execution of budgets of all subordinate activities, which are comprised of different sources and types of funding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) Performing, advising, and/or supervising work in one or more phases of the budget administration process (i.e., budget formulation and justification, presentation and enactment, or execution); 2) Reviewing and/or executing budget estimates for various funding sources such as direct, reimbursable, or gift funding; 3) Assisting in developing budgetary policies and/or procedures for an organization; 4) Utilizing an automated financial or accounting related system to prepare detailed budget reports; and 5) Leading and/or overseeing projects or personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
