About the Position: This position is at Keller Army Community Hospital and West Point Dental Clinic Command at the US Military Academy (USMA) West Point, NY. 10996-1197

Duties
Provide advice and guidance to Department Chiefs and staff on budget formulation, presentation and execution.
Coordinate the budget estimates and operations with the regional health Command – Atlantic (RHC-A) , and higher headquarters, United States Army Medical Command (MEDCOM).
Conducts studies and review of interrelated functions of substantial technical complexity within MEDDAC/DENTAC.
Use the automated budget and accounting system General Fund Enterprise Business System. (GFEBS)
Maintain background data and documentation in support of the proposed program budgets described above for reference.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a FM Certification Level 2.
- This is a financial Management level 2 Certified position the National Defense Authorization Act(NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In order to qualify, you must meet the requirements described below. Specialized Experience: One year of specialized experience which demonstrates experience in developing and execution of budgets; Managing budget accounts to prevent under or over funding obligations; and utilizing financial automated systems to create budget reports and/or statistical data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You must attach a copy of your transcripts for verification.)
OR
Combination of Education and Experience: The specialized experience described above, but less than 1 year and more than 2 years but less than the required education above such that the total is at least 100%. To compute the total, divide your months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. Add the two percentages. The total must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts).
