About the Position: This position is at Keller Army Community Hospital and West Point Dental Clinic Command at the US Military Academy (USMA) West Point, NY. 10996-1197 Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Provide advice and guidance to Department Chiefs and staff on budget formulation, presentation and execution. Coordinate the budget estimates and operations with the regional health Command – Atlantic (RHC-A) , and higher headquarters, United States Army Medical Command (MEDCOM). Conducts studies and review of interrelated functions of substantial technical complexity within MEDDAC/DENTAC. Use the automated budget and accounting system General Fund Enterprise Business System. (GFEBS) Maintain background data and documentation in support of the proposed program budgets described above for reference.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a FM Certification Level 2.
  • This is a financial Management level 2 Certified position the National Defense Authorization Act(NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which demonstrates experience in developing and execution of budgets; Managing budget accounts to prevent under or over funding obligations; and utilizing financial automated systems to create budget reports and/or statistical data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below: Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You must attach a copy of your transcripts for verification.) OR Combination of Education and Experience: The specialized experience described above, but less than 1 year and more than 2 years but less than the required education above such that the total is at least 100%. To compute the total, divide your months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. Add the two percentages. The total must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts). You will be evaluated on the basis of your level of competency in the following areas: Budget ExecutionConcepts, Policies, and Principles of BudgetFinancial Management SystemsOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
