The Program Analyst position supports the two Imaging Services at the Corporal Michael J. Crescenz VAMC in Philadelphia, PA. Specifically, the position provides 60% effort/support for the Molecular Imaging and Interventional Radiology (MIIR) Service, and 40% effort/support for the Diagnostic Radiology Service.

Duties

Major duties and responsibilities include: Workload and Data Analysis (40%): Analyzes complex data and makes recommendations to the Imaging Service Chiefs regarding operational activities. For example, the incumbent must track and trend changes in workload, clinic capacity, demand, finance, and budget, as well as attend various committees, such as the Space Committee and the Equipment Committee. Coordinates and oversees follow- up to initiatives to address operational issues identified on various administrative and clinic rounds, including reusable medical equipment rounds, environment of care rounds, and construction rounds. Develops the need for and maintains an awareness of available resources in terms of financial, space and human resources, and makes recommendations to leadership regarding needs, distribution, or redistribution of these resources. The incumbent will exercise ingenuity in devising adequate systems to ensure that expenditures of funds conform to budget plans. Tracking of clinical activity is compared to expenditures and compared with previous data as a system of internal control. Data-Focused Administrative Support and Management Work (35%): Assignments involve preparing and monitoring contracts, determining the nature and extent of data needs as they relate to organizational improvement and develop approaches best suited to meeting those needs. Refines the methods and techniques to be used for accessing, displaying, and analyzing the data. The incumbent keeps abreast of specialized information needs of users, maintaining a thorough understanding of data analysis requirements of key program staff, changes in subject specialty, and changes in the means of accessing and disseminating information. Collects and analyzes data/information from various sources to develop standard and custom reports based on requestors' requirements to provide strategic recommendations for improving systems and processes based on quantitative data. Provide Service Chiefs with the data/information necessary to make major organizational decisions and change. Makes recommendations for such changes based on an independent analysis of the underlying data. Develops and maintains effective office systems, procedures, and communications, making necessary changes to ensure efficiency of quality, safety, and value throughout the organization. This includes incorporating an emphasis on a customer focused environment, process improvements, and performance monitoring. Management Improvement Studies/Projects (15%): Incumbent assists the leadership of the Imaging Services in any projects and Management Improvement Studies that are assigned. These projects may include local, Network, and/or Central Office initiatives, and leading multidisciplinary groups. Incumbent is responsible for writing and coordination of projects assigned. Projects may have a major impact on the Medical Center and the provision of clinical care, and include establishing new clinical programs, and conducting a needs assessment of new services or additional services at the outpatient clinics. Analyzes individual programs, functions, utilization, and organizations at the health care system to determine whether the management systems currently in place efficiently accomplish objectives sought and whether they provide controls necessary for sound management. Various analytical techniques are used, to include simulation, modeling, tracking, and trending data and time studies. Incumbent will direct and lead services in implementing recommendations through working with Service Chiefs and other organizational leaders, and tracking and reporting on progress and actions achieved. Provides data analysis and education on various business planning and strategic business planning initiatives. Collaborates with systems redesign efforts assisting in coordination and completion of these process improvement initiatives aimed at increasing productivity and efficiency, and maximizing resources. Direction/Long-range Policy and Strategic Planning (10%): The incumbent is a major participant in the development and implementation of both long and short-range policies and plans for the two Imaging Services. The incumbent specifically contributes to the planning by giving a detailed and thoughtful analysis of the underlying data to suggest a course of action. The incumbent gives special consideration to the integration of local and VA Central Office administrative and clinical policies, the standards and requirements of various regulatory and accrediting bodies, and to the impact of internal policies on outside entities such as other area hospitals and the community at large. Plans and coordinates changes in resources needed to handle workload to meet deadlines and maintain a smooth workflow; reviews work of staff and assures work is complete and accurate; advises staff on all matters pertinent to the Office. Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: computer skills such as experience with software to include Microsoft, excel, leaf, VSSC, Sharepoint, BISL, Salesforce and Pyramid Analytics. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Compliance auditing of business operations impacting compliance; coordinates internal compliance reviews with Office of Integrity and Compliance Officer and staff relating to potential facility risk; thoroughly analyzes problems and designs, evaluates, modifies and implements projects and programs to meet current healthcare industry and agency requirements; collects data, analyzes, and trains users on identified inaccuracies and recommend/develop corrective actions to prevent future occurrences; maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission, computer skills such as experience with software to include Microsoft, excel, leaf, VSSC, Sharepoint, BISL, Salesforce and Pyramid Analytics. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or related LL.M. NOTE: If using education to qualify, a copy of your transcript is required. . OR, Combination: Applicants may also combine education and experience to qualify at this level. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Some walking and bending may be required to gain access to files. The position is required to travel and attend functions during other than normal duty hours. The work does include high stress with frequent short deadlines.
