Duties
As an UNCREWED SYSTEMS COORDINATOR at the GS-0301-13/14 some of your typical work assignments may include:
Analyzes and evaluates the impact and significance of new, revised and emerging policies, procedures, or program requirements and new, proposed, or delayed programmatic issues relating to DoD small uncrewed systems programs, and recommends appropriate solutions for the Department.
Assists in identifying shortfalls through validation of DoD requirements and coordinating requirements to drive research and development and advocate necessary doctrinal organization, training, material, leadership, education, personnel and facilities (DOTMLPF) improvement.
Recommends funding levels to the Department director for the annual Department budget submission to implement the training, education, and other requirements of DoD small uncrewed systems development, management, safety, and certification programs.
Oversees the proper implementation of domestic and international laws and DoD policies governing the use of uncrewed systems.
Develops internal systems for managing waivers and air worthiness requests (AWRs).
Identifies need, directs preparation and implementation of internal administrative policy guidance to Department and Division leadership.
Develops plans, policies, and objectives for the uncrewed systems support and provides leadership, guidance and coordination to implement.
Leads the Uncrewed Systems working group and identifies needed changes in organizational structures, missions, functions, workload, resources, accessions, and transition planning for the Department.
Represents Department at senior staff meetings, briefings, and conferences.
Monitors the effectiveness of the scheduling activity to ensure proper coordination with all elements within the organization.
Plans work to be completed by contractor staff, sets and adjusts work priorities, and reviews work schedules and objectives to optimize work schedules and accomplish the mission.
Makes formal presentations and briefings within DTRA, other DoD components government agencies, federal agencies, and allied partner nations.
Develops authoritative analyses and reports.
Responsible for providing training and instruction as required to new personnel on the specialized procedures and terminology as well as preparation, content and assembly of staff actions.
Composes and/or reviews correspondence requiring a high degree of tactful communicative ability with outside sources. Initiates correspondence and reports based on knowledge of the programs and activities.
Coordinates professional development program for the Department. Responsible for providing training and instruction as required to new personnel on the specialized procedures and terminology as well as preparation, content and assembly of staff actions.
Conducts administrative activities in support of the Division Chief and during his absences.
Supports the Department Chief in planning and executing training, equipping, and operational employment of small uncrewed systems in cooperation with and in support of Geographic Combatant Commands' (GCC) theater campaign plans while synchronizing the Department's government workforce as well as contractor support.
Serves as OI-CO expert and authority for all small uncrewed systems including small uncrewed aircraft systems (sUAS), uncrewed ground systems (UGS), and uncrewed maritime systems (UMS).
Provides advice to the Department and its subordinate teams on the use of uncrewed systems as they relate to emergency response capabilities, programs, operations, and U.S. policies addressing CBRN threats.
Assists the Division Chief in planning, budgeting and manpower management to support the equipping, training, and operations of the Department's Technical Support Groups (TSGs).
Participates in planning, coordinating, and execution of OSD-directed, JCS and sponsored WMD emergency and contingency response programs and exercises associated with interdiction of CBRN threats, and recovery of U.S. nuclear weapons support.
Establishes, develops, coordinates, and evaluates unmanned systems support to DoD CBRN incident response to include planning, training, and support to GCC exercises with the Joint Staff, Military Services, and USSOCOM and providing operational support for DTRA sponsored technical training, exercises, and other JCS/GCC sponsored exercises.
Serves as the OI-CO and/or DTRA lead for the integration of unmanned systems.

- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
- Must be willing to spend up to (but not limited to) 90 days annually in temporary duty travel, sometimes on short notice, in the United States and foreign countries.
- Must pass a pre-employment physical prior to entry onto duty and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment.
- Must be capable of lifting and carrying, for short distances, loads up to 50 pounds, standing for long periods (8 hours), and be able to wear Personal Protective Equipment (PPE), including body armor and a protective mask.
- May be exposed to CBRN and hostile enemy threats. May be required to participate in the DoD Immunization Program. The work may require long hours in a field environment and under austere conditions.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience leading staffs and units in developing standard operations procedures (SOPs) that adhere to current laws, regulations and best practices for unmanned / uncrewed aircraft systems (UAS) operations.
Experience coordinating with unmanned / unscrewed systems operators regarding Federal Aviation Administration (FAA) Certificate of Waiver or Authorization (COA) processes, including ensuring any required waivers are current and valid.
Experience ensuring that all authorized operators and required observers have completed required training in the operation, applicable laws, policies and procedures regarding use of UAS.
Experience preparing plans, reports and orders as well as the execution and evaluation of operations, activities and initiatives (OAIs).
Experience collaborating with special operations forces in the use of UAS.
Experience writing reports for senior level leaders or general / flag officers.
Experience making decisions that directly affect medium-scale organizations (~100 people).

One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Experience assisting staffs and units in developing standard operations procedures (SOPs) that adhere to current laws.
Experience assisting with developing Federal Aviation Administration (FAA) Certificate of Waiver or Authorization (COAs).
Experience assisting with preparing plans, reports and orders as well as the execution and evaluation of operations, activities and initiatives (OAIs).
Experience assisting with a wide range of analytical and evaluative methods; Coordinating UAS projects or programs and the people associated with them.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
