Duties
As a CONTINGENCY OPERATIONS SPECIALIST at the GS-0301-14/15 some of your typical work assignments may include:
Serves as the Contingency Operations Specialist (Deputy Director), exercising full authority to act on all issues pertaining to the Department throughout the U.S. and OCONUS.
Manages all aspects of daily operations providing direction on behalf of the Director.
Responsible for planning, initiation, direction, coordination, and indirect staff oversight and management for the Department. Directly supports USSOCOM and the subordinate organizations for WMD crisis response.
Provides pre-crisis training to SOF on specialized detection, identification and UAV equipment and how to deploy it; serves as the SME as it relates to any perceived or actual WMD crisis throughout the world.
Serves as the operations advisor and with delegated authority oversees the management of policies, programs, and procedures in support of realistic training and operational employment of the teams involving use of radioactive sources for training and testing, adherence to Agency/NRC license.
Analyzes and evaluates personnel, equipment, workspace, and funding needs.
Conducts periodic requirements reviews to advise leadership.
Forms working groups, improvement teams, and working integrated product teams to develop recommended courses of action.
Organizes and prioritizes critical issues and required information for leadership to facilitate efficient and effective decision-making for readiness, training support and operational employment.
Interacts with high-level senior officials on operational and technical capabilities as well as managing their expectations.
Translates scientific and technical information into operational vernacular for high-level decision makers.
Coordinates execution of strategic initiatives and makes decisions to implement recommendations, tasks appropriate staff members to implement processes and recommends organizational changes.
Provides advice and administrative direction for programs and functions to include broad objectives regarding deployment readiness and uncrewed systems integration.
Participates in planning, coordinating, and execution (decision making authority for the composition of teams, level of Department support and oversight) of OSD-directed, JCS and Combatant Commanders' sponsored WMD emergency and contingency response programs and exercises associated with interdiction of CBRN threats, and recovery of U.S. nuclear weapons.
Establishes, develops, coordinates, and evaluates procedures for DoD CBRN incident response to include planning, training, and support to CCMD-level exercises with the Joint Staff, Military Service, other United States Government (USG) Departments and Agencies (D/As), and allied nations.
Provides on-site training and operational support for DTRA sponsored technical training, exercises, and other JCS/CCMD sponsored exercises.
Leads and participates in interagency working groups responsible for the development of the U.S. response plans to WMD threats.
Provides advice to OSD SOLIC, CJCS, Law Enforcement (LE) agencies in CBRN programs.
Serves as principal operational and policy advisor in critical emergency response programs to DTRA senior leadership, Office of the Secretary of Defense (OSD) components, Chairman of the Joint Chiefs of Staff (CJCS), Combatant Commanders, Military Services, and other USG D/As.
Responsible for the administrative, human resources, and resource management programs of the Department. Leads the development and implementation of goals and objectives to revitalize the workforce and improve business processes.
Develops policies and procedures to enhance coordination and improve integration among divisions.
Ensures position structure is designed to ensure optimum efficiency. Oversees training requirements and resources.
Manages plans and exercise to research, develop, test, evaluate, and procure systems to prevent proliferation of WMD expertise, technology and materials.
Prepares budget estimates with proper justification and assists in their defense.
Directs and manages the activities supporting all phases of the Federal planning, programming, budgeting, and execution (PPBE) cycle, to include analysis and interpretation of requirements, evaluation of technical feasibility; establishment of priorities, allocation of resources and program evaluation.

- Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.
- Must be willing to spend up to (but not limited to) 90 days annually in temporary duty travel, sometimes on short notice, in the United States and foreign countries.
- Must pass a pre-employment physical prior to entry onto duty and annual deployment physical exams. Must meet the physical and medical requirements for deployment before and throughout employment.
- Must be capable of lifting and carrying, for short distances, loads up to 50 pounds, standing for long periods (8 hours), and be able to wear Personal Protective Equipment (PPE), including body armor and a protective mask.
- May be exposed to CBRN and hostile enemy threats. May be required to participate in the DoD Immunization Program. The work may require long hours in a field environment and under austere conditions.
Qualifications
You may qualify at the GS-15, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Experience leading large operations and staff elements in the preparation of plans, reports and orders as well as the execution and evaluation of operations, activities and initiatives (OAIs).
Experience participating and collaborating with special operations forces on crisis response planning and countering weapons of mass destruction.
Experience writing reports, without assistance or oversight, for senior level leaders or general / flag officers.
Experience making decisions that directly affect medium-scale organizations (~200 people).

You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Experience assisting with leading operations and staff elements in the preparation of plans, reports and orders as well as the execution and evaluation of operations, activities and initiatives (OAIs).
Experience assisting with collaborating with special operations forces on crisis response planning and countering weapons of mass destruction.
Experience assisting with writing reports, with minimal oversight, for senior level leaders or general / flag officers.
Experience assisting with making decisions that directly affect medium-scale organizations (~100 people).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
