This position is located in the Pipe Section at the Baltimore VA Medical Center, a division of the VA Maryland Health Care System. The incumbent leads work at the journeyman level to include work with pipes and fittings from a range of high pressure to low pressure steam. The incumbent will lead five (5) WG-4204-10 Pipefitters, one (1) WG-4206-7 Plumbing Worker, and one (1) WG-4204-5 Pipefitter Helper.

Duties

Major Duties: Serves as work leader, assuring the work assignments of employees in the unit are carried out. Distributes and balances workload and tasks among employees, to include special projects, routine work orders, and preventive maintenance. Assures the timely accomplishment of work assigned to the team. Assures each team member has an integral role in developing the final product or providing the assigned service. Makes day-to-day adjustments in work assignments and schedules. Monitors the status and progress of work and makes adjustments in accordance with established priorities. Obtains assistance from the supervisor as needed for major issues or problems which arise. Checks work in progress to see that the supervisor's instructions have been met. Maintains records of work accomplishments. Ensures employees enter detailed service accounts, such as time and material expenses necessary to record equipment service records, on work order documents daily in order to maintain a realistic account of work accomplished. Instructs employees in specific tasks and job techniques. Makes written instructions, reference materials, and relevant background material available. Obtains needed information on decisions from the supervisor on major issues and problems that arise. Provides expert advice on specific tasks, procedures, and policies. Trains team members in the accomplishment of tasks or projects. Maintains current knowledge and answers questions from team members on procedures, policies, and directives. Reads and interprets blueprints and manufacturers' specifications for installing and repairing equipment. Demonstrates proper work methods and sees to it that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations. Recommends operational supply levels and equipment parts inventory as required to perpetuate the efficient maintenance of all equipment to the section. Reports to the supervisor on individual performance, progress and training needs of employees, and on any performance problems. Informs employees of available services and employee activities. May approve up to 8 hours of leave in emergency situations, only when the supervisor is absent. Sees to working conditions such as seating, ventilation, safety conditions, etc. Ensures that employees work in a safe manner and in safe working conditions per industry standards. Initiates orders for materials and services. Completes welding repairs and fabrication requiring the use of oxygen, acetylene, arc welding, and pipe welding. Inspects, adjusts, cleans, and repairs the following: plumbing fixtures and systems, steam operated equipment, heating and water systems, vacuum systems, oxygen systems, and natural gas distribution systems. Performs other related duties as assigned. Makes safety and preventive maintenance inspections of utility systems and equipment in accordance with VA regulations and national codes. The incumbent is responsible and subject to callback during off duty hours for irregular and emergency situations. The incumbent may be required to provide labor services that may include snow removal, cleaning, or other functions on an as needed basis. Work Schedule: TBD by Hiring Service line Position Description Title/PD#: Pipefitter Leader/PD14066A Physical Requirements: The incumbent works from ladders, scaffolding, and hydraulic platforms. Incumbent often works in cramped, dirty, hard-to-reach, and confined locations. The work may involve prolonged crouching and standing and frequent stooping, bending, kneeling, climbing, and working in exhausting and uncomfortable positions. The incumbent frequently lifts or carries tools, equipment, ladders, scaffolding, parts, and supplies that weigh up to 50 pounds. Occasionally, the incumbent will be required to lift and carry items over 50 pounds.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
