This Program Specialist position is within the Nursing Service and is located at the Togus VA Healthcare System. It is full-time at 40 hours per week.
Duties
The position provides direct program assistance to the Supervisory Health Systems Specialist, Associate Director of Patient and Nursing Services, Deputy Associate Director of Patient and Nursing Services and various section Chiefs/Nurse Managers.
Major duties include, but are not limited to:
Major Duties and Responsibilities: 70%
Revision/renewal of program related circulars
Maintenance of comprehensive procedures manuals
Actively managing delinquent encounters and assisting staff in rectifying delinquent documentation
Determines Nursing Services Monthly Decision Support Systems (DSS) Labor Mapping/Cost Accounting, indicating which departments should share the costs of equipment procurements and which departments employees' costs should be pointed. This directly impacts the cost associated with caring for each patient
Serving as alternate Personal Identification Verification Sponsor
Planning, developing, and monitoring the new employee orientation program, including following up on completion of orientation and assessing ongoing training needs
Assists with maintaining inventory for the Equipment Inventory Lists (EILs) and overseeing completion of the ten EILs throughout the hospital. Nursing's multi-million dollar EILs, ensures accuracy of records and assist with completing and obtaining signatures for any lost, stolen, or damaged equipment
General Duties and Areas of Responsibility: 30%
Presents in-service education programs to staff regarding VISTA, CPRS, closing notes, encounters, labor mapping, staffing methodology, and overall workload capture, and compliance, etc.
Routinely identifies customer's situations properly and performs the tasks required to resolve the problem accurately and in a courteous tactful, helpful, and timely manner.
Interacts in a professional and courteous manner with managers and other employees to facilitate the accomplishment of work of the organization.
Serves as a backup Information Technology Liaison and training other ITL's and ADPAC in the Nursing Service.
Alternate Timekeeping Certifying Official for the Nursing Service which includes roughly 320 timecards.
Work Schedule: Monday-Friday 7:30 am-4:00 pm

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Physical Requirements: ???????The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, bending, climbing associated with on-site inspections, involving prolonged standing, standing and some activity on rough and uneven surfaces. Work may also require exposure to hazardous materials or conditions which require the wearing of personal protective equipment. There also may be an occasion to carry items, e.g., files, and boxes containing deliverable supplies.
